The GIZ internal sector network TUEWAS (Transport, Environment, Energy and Water in Asia) was established in Bonn, Germany in 2002, as a platform for regional professional exchange and cooperation between GIZ experts in Asia and at head office. Currently, TUEWAS connects over 81 projects and programmes across almost 20 Asian countries in the field of transport, environment, energy and water.
In order to promote greater collaboration with similar thematic relevance, TUEWAS has set up joint work clusters with other networks in the region, namely Sector Network Natural Resources and Rural Development Asia (SNRD Asia and the Pacific), Sector Network Assets for Asia, and Sector Network Governance Asia (SNGA).

The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ’s main commissioning party which has been working closely together for more than 30 years. BMZ is one of two ministries representing GIZ’s sole shareholder, the Federal Republic of Germany, on GIZ’s Supervisory Board. The Ministry commissions GIZ to implement advisory projects that enhance the capacities of individuals, organizations and societies to improve their living conditions through efficient and sustainable use of resources in order to attain their goals.
The BMZ moreover builds up the guidelines and the central ideas on which German development policy is based. It devises long-term strategies for cooperation participation with the different players concerned and outlines the rules for actualizing that collaboration. These are the establishments for developing shared projects with partner countries and global development associations. When working on behalf of BMZ, GIZ also attach priority to ensuring that the projects can continue after funding from the German Government has ceased.

The Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) works closely with GIZ and commissions the company to implement various bilateral and regional projects and programmes, mainly within the scope of the International Climate Initiative (IKI). For the IKI projects, priority is given to the activities that support creating international climate protection architecture and promote innovative and transferable solutions that have an impact beyond the individual project. Since 2008, the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety has been financing projects as a part of Germany’s climate financing and funding commitments. These efforts provide various co-benefits, particularly the improvement of living conditions in partner countries.
GIZ also advises BMU on matters relating to the development of the International Renewable Energy Agency (IRENA), the expansion of global CO2 trading, the implementation of the Mediterranean Solar Plan, the assistance of the Ministry to secure EU and third-party funding.

The Federal Ministry for Economic Affairs and Energy (BMWi) is a cabinet-level ministry of the Federal Republic of Germany which is also a member of GIZ’s Supervisory Board. Cooperation between GIZ and BMWi focuses mainly on issues relating to the promotion of international trade fairs and exhibition programme. In this context, GIZ primarily helps establish an enabling environment in Germany’s markets abroad.
Additionally, GIZ implements projects and programmes within the framework of the Renewable Energies Export Initiative and is engaged in international manager training. It also facilitates bilateral energy dialogues; for example, in China and India, provides general advice on international energy issues, and helps to secure European Union funding for twinning projects or partnerships between public administrations. GIZ supports implementation of these projects, the Ministry hosts Germany’s National Contact Point for Twinning, which advises all the federal ministries on twinning issues and represents their interests in twinning matters to the European Commission on a joint basis.

The Federal Ministry of Transport and Digital Infrastructure (BMVI) is a cabinet-level ministry of the Federal Republic of Germany which is responsible for all aspects of German mobility including rail, road construction, waterways, shipping, land transportation, aviation policy, and for the roll-out of digital infrastructure. BMVI commissions GIZ to undertake projects in selected fields within the transport sector. Currently, GIZ is supporting BMVI in various partnerships with Chinese ministries, emphasizing particularly on the Sino-German dialogue on the promotion of a mobility and fuel strategy in China.
