Coping with Climate Change in the Pacific Island Region (CCCPIR)

Objective

  • assist on climate change adaptation to 15 Pacific ACP countries
  • assist on REDD+ support to Fiji

Description

The regional programme ‘Coping with climate change in the Pacific Island Region’ (CCCPIR) aims at strengthening the capacities of Pacific Island Countries (PICs) and regional organisations to cope with the anticipated effects of climate change that will affect communities across the region.

The CCCPIR is focusing on key economic sectors such as agriculture and livestock, forestry, fisheries, and tourism. Further focal areas are energy and education. Improving the sustainable supply of energy with a focus on enhancing renewable energy and energy efficiency is critical for Pacific Island countries to increase the resilience of their economies. Sustainable Urban Transport Programme Indonesia (SUTRI NAMA) and the project component Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS)

Objective

SUTRI NAMA and INDOBUS support the national and sub-national government in Indonesia to develop sustainable urban transport system and policy, with BRT as the backbone for urban mass transport system that will contribute to climate change mitigation.

Description

Due to strong urbanisation and motorisation trends, transport has become critical and posed a significant challenge for cities in Indonesia. The transport sector in Indonesia is the third-largest source of Greenhouse Gas (GHG) emissions contributing to 23% of the national emissions, with land transport representing 89% of all GHG emissions in this sector. In November 2016, the Government of Indonesia has submitted its Nationally Determined Contribution (NDC) and pledged to reduce GHG emission by 29% below business-as-usual (BAU) by 2030, and up to 41% with international support, which includes the transport sector as part of the broader energy sector. Its car-oriented development is exacerbating air pollution, creating massive congestion, and decreasing the quality of life. On the other hand, most cities have lack capacity, policy guidance, and access to sufficient financial resources to develop sustainable urban transport systems.

Sustainable Urban Transport Programme Indonesia – Nationally Appropriate Mitigation Actions (SUTRI NAMA) is a NAMA Support Project (NSP) that aims to enable Indonesian cities to contribute to climate change mitigation through sustainable transport policies and infrastructure projects supported by a National Urban Transport Policy (NUTP) and capacity development. It is funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) and the Department for Business, Energy, and Industrial Strategy of the United Kingdom (BEIS) through the NAMA Facility.

To augment the impact of the programme, a technical assistance component funded by the State Secretariat for Economic Affairs of Switzerland (SECO) formulated as the Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS) has been added to the line-up of SUTRI NAMA. INDOBUS aims to provide technical advisory related to the development and implementation of the Bus Rapid Transit (BRT) system in Indonesian cities that adheres to international standards.

During the implementation period of 2018-2022, SUTRI NAMA and INDOBUS support the development of sustainable transport policies and infrastructure projects in Indonesian cities that are supported by a national urban transport policy and capacity development. This includes the development and start-up of BRT corridors as the preferred sustainable urban mass public transport system in five pilot cities, namely Bandung, Semarang, Makassar, Pekanbaru, and Batam.

SUTRI NAMA and INDOBUS is implemented by GIZ in cooperation with the Indonesian Ministry of Transportation.

Field of intervention

  • Technical Support Unit
  • National Financial Mechanism
  • Public transport
  • Sustainable Urban Transport Measures
  • Capacity development
  • Measurement, Reporting & Verification (MRV)
  • Bus Rapid Transit

Targeted beneficiaries

  • At the national level, SUTRI NAMA & INDOBUS supports the development of national urban transport policy and regulatory framework for the implementation of sustainable urban transport through the establishment of a technical support unit, policy advice covering aspects such as transport planning, operation and management, capacity development, promotion of integrated BRT systems and guidelines on the operation and financing of public transport and particularly BRT.
  • At a local level, SUTRI NAMA & INDOBUS supports the preparation of project pipelines, implementation, and enabling access to the national urban transport policy (i.e., through Buy the Service program), capacity development for stakeholders at the local level, sustainable financing, and construction of BRT with segregated lanes as backbone for urban mobility system as well as MRV system and database development.

Achievements

  • Establishment of Technical Support Unit at the Ministry of Transportation providing the sub-national government with technical guidance and capacity development for the preparation and implementation of public transport projects.
  • Actualisation of BRT development in pilot cities through the completion of the Feasibility Study by SUTRI NAMA & INDOBUS in its pilot cities, namely Pekanbaru, Bandung, Semarang (in cooperation with PT SMI), as well as Batam and Makassar (in cooperation with GIZ FELICITY), kickstarts the development and start-up of high-quality BRT corridors as the preferred sustainable urban mass public transport system. In 2020, a task force and working group were officiated in Bandung and Batam, which will be the change agent for the BRT development in their respective cities. A similar working group is officially launched in South Sulawesi Province in 2021 that will become the close partner of SUTRI NAMA & INDOBUS at a local level. In 2021, to emphasize the commitment in the realisation of the result in the Feasibility Study, a cooperation agreement was signed between three levels of government in Bandung Raya
  • Supporting MoT for pilot testing of nationally-funded financial mechanism through the buy-the-service program for effective public transport services. The support also contributes to the increased capacity of urban bus drivers. Through a series of Training and Certification Programme entitled ‘Capacity Development on Safety and Eco-Driving of Urban Bus Services‘ that was conducted in Yogyakarta, Denpasar, and Palembang, 288 urban bus drivers were successfully awarded the official national certification which provides them with enhanced competency and future employability.
  • Refining Bankability of Road-Based Urban Transport Project reflected in the List of Medium-Term Planned Foreign Loans and Grants (Blue Book) 2020-2024. The Blue Book, which was launched in October 2020, included the project on the Implementation Project of Public Transportation System for Urban Mass Transportation Development Programme worth USD 500 million, based on SUTRI NAMA & INDOBUS’ research and recommendation.
  • In April 2021, the World Bank has committed to finance the BRT development in Metropolitan Bandung following the completion of the Feasibility Study of BRT resulted by SUTRI NAMA & INDOBUS as the precondition to access foreign loan listed in the Blue Book. The Feasibility Study has laid the foundation for the detail engineering design process ahead of construction of the BRT in Metropolitan Bandung.
