The project aims to advance an international control for F-gases. It shall strengthen cooperation between various initiatives by promoting a coordinated agreement, reducing overlaps, and harmonizing donor contributions. Furthermore, the project will support partner countries in formulation mitigation strategies in the RAC sector and thereby advancing their NDCs. The improved framework conditions will encourage the use of energy-efficient RAC&F equipment and environmentally-friendly natural refrigerants and blowing agents. These measures will, in turn, lead to realizing a more climate-friendly RAC&F development pathway.
The project works at international and national levels towards climatefriendly solutions in the RAC&F sector.

The regional programme ‘Coping with climate change in the Pacific Island Region’ (CCCPIR) aims at strengthening the capacities of Pacific Island Countries (PICs) and regional organisations to cope with the anticipated effects of climate change that will affect communities across the region.
The CCCPIR is focusing on key economic sectors such as agriculture and livestock, forestry, fisheries, and tourism. Further focal areas are energy and education. Improving the sustainable supply of energy with a focus on enhancing renewable energy and energy efficiency is critical for Pacific Island countries to increase the resilience of their economies. Integrating climate change considerations into primary and secondary education and technical and vocational training (TVET) is also vital to equipping young Pacific Islanders with the knowledge and skills required to cope with the effects of climate change.
At the regional level, CCCPIR aligns with the Pacific Island Framework for Action on Climate Change 2006-2015 (PIFACC). At the national levels it supports the implementation of relevant adaptation and mitigation policies and strategies, e.g. National Adaptation Programmes for Action, national sustainable development strategies, and National Communications to the United Nations Framework Convention on Climate Change (UNFCCC), as well as other relevant sectoral and national policies and frameworks.
Focal areas and activities are determined according to local priorities based on identified needs and gaps, which differ among countries. Information and knowledge sharing among countries is supported to maximise benefits and disseminate best practices between countries. Gender issues are considered in all areas of planning and implementation. CCCPIR builds on and complements existing and proposed initiatives at the regional and national levels.
Philippines

South-South and triangular cooperation arrangements are key tools of international cooperation. South-South cooperation is a broad framework for collaboration among countries of the South in the political, economic, social, cultural and technical domains. It may involve two or more countries.
The project is working in cooperation with the Government of Indonesia to build on the current results achieved through South-South and Triangular Cooperation and Networks for Global Governance, specifically on their transformation from a recipient to a recipient and provider of development cooperation (SSTC).
On the other hand, the project works with the Indonesian government in their role and in global foras (NGG). In SSTC the aim is e.g. to make Indonesian development cooperation more effective by improving the institutional setup (creating a development agency). Beside CB measures also selected SSTC projects (e.g. peer learning) will be supported.
In the area of NGG the projects work with GoI especially in the implementation of Agenda 2030 on national and international level. Also, G20 and ASEAN are possible fields of cooperation.
Indonesia

SUTRI NAMA and INDOBUS support the national and sub-national government in Indonesia to develop sustainable urban transport system and policy, with BRT as the backbone for urban mass transport system that will contribute to climate change mitigation.
Due to strong urbanisation and motorisation trends, transport has become critical and posed a significant challenge for cities in Indonesia. The transport sector in Indonesia is the third-largest source of Greenhouse Gas (GHG) emissions contributing to 23% of the national emissions, with land transport representing 89% of all GHG emissions in this sector. In November 2016, the Government of Indonesia has submitted its Nationally Determined Contribution (NDC) and pledged to reduce GHG emission by 29% below business-as-usual (BAU) by 2030, and up to 41% with international support, which includes the transport sector as part of the broader energy sector. Its car-oriented development is exacerbating air pollution, creating massive congestion, and decreasing the quality of life. On the other hand, most cities have lack capacity, policy guidance, and access to sufficient financial resources to develop sustainable urban transport systems.
Sustainable Urban Transport Programme Indonesia – Nationally Appropriate Mitigation Actions (SUTRI NAMA) is a NAMA Support Project (NSP) that aims to enable Indonesian cities to contribute to climate change mitigation through sustainable transport policies and infrastructure projects supported by a National Urban Transport Policy (NUTP) and capacity development. It is funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) and the Department for Business, Energy, and Industrial Strategy of the United Kingdom (BEIS) through the NAMA Facility.
To augment the impact of the programme, a technical assistance component funded by the State Secretariat for Economic Affairs of Switzerland (SECO) formulated as the Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS) has been added to the line-up of SUTRI NAMA. INDOBUS aims to provide technical advisory related to the development and implementation of the Bus Rapid Transit (BRT) system in Indonesian cities that adheres to international standards.
During the implementation period of 2018-2022, SUTRI NAMA and INDOBUS support the development of sustainable transport policies and infrastructure projects in Indonesian cities that are supported by a national urban transport policy and capacity development. This includes the development and start-up of BRT corridors as the preferred sustainable urban mass public transport system in five pilot cities, namely Bandung, Semarang, Makassar, Pekanbaru, and Batam.
SUTRI NAMA and INDOBUS is implemented by GIZ in cooperation with the Indonesian Ministry of Transportation.
Indonesia

The project “Creation of an Overarching Framework for NAMAs and MRV in Viet Nam” aims at supporting Viet Nam in elaborating an ambitious climate policy and in achieving its ambitious goals in terms of contributing to global mitigation efforts. By supporting the Ministry of Natural Resources and Environment (MONRE), the project will strengthen MONRE’s capacity to coordinate and provide advice to relevant line ministries and stakeholders.
The project thus facilitates the development and implementation of Nationally Appropriate Mitigation Actions (NAMAs), including a sound Measurement, Reporting and Verification (MRV) system, which are eligible for international support. In result, Viet Nam’s capacities for ambitious reporting will be strengthened and technical support will be provided to MONRE for the concept of an online MRV Portal, which combines emissions (GHG inventories), mitigation actions and policies (e.g. emission reduction efforts from sectoral NAMAs), adaptation actions and support.
The project cooperates with several GIZ global projects to make use of synergies. This includes collaborations with the projects “Information Matters” (IM), which will also support Viet Nam in strengthening in-country capacities for reporting on climate change; “Advancing transport climate strategies” (TraCS), which aims at systematically measuring emissions in the transport sector; “Integrated Air Quality Management and Climate Change Mitigation”, which will contribute the development of effective policies and plans for AQM and GHG emissions reductions; and “Cool Contributions fighting Climate Change” (C4), which will advance nationally determined contributions through climate-friendly cooling.
Viet Nam

With four components three initiatives (co-)founded by the BMUB: the IKI NDC Support Cluster, the NDC Partnership, and the Partnership on Transparency in the Paris Agreement. With one component, SPA specifically supports the development, improvement and implementation of developing countries’ NDC adaptation goals and makes use of the platforms that are already available as part of the initiatives mentioned above in this process.As an overarching advisory project SPA continuously ensures information exchange between the initiatives, fosters cooperation of the actors involved, and creates synergies. In all components the project contributes to capacity building by providing advisory services and platforms for exchange. In addition, it pools and disseminates climate policy knowledge and cases studies.
In Morocco and Peru, SPA coordinates the bilateral activities of the NDC Cluster.
Through its activities SPA reaches a broad target group around the world. The experience and lessons learned are fed into international discussions on climate policy implementation and the UNFCCC negotiations process.
