Objective

Description

The Government of India is seeking to reduce CO2 emissions while also achieving sustainable urban development pathways. To this end, it is adopting several policy programmes to drive forward a sustainable urban mobility transition with cross-sectoral relevance.

While integrated urban mobility planning holds the potential to make an impact beyond the sector itself, certain pre-requisites are indispensable to reap the full benefits. Even before local authorities can start the participatory process of mobility planning together with all relevant stakeholders (incl. local governments, public transport authorities, civil society groups & community), an evidence-base needs to be established to understand the interrelated challenges of CO2 emissions, air quality control and accessibility for urban populations. The full potential of synergies between these three aspects can only be fully realized, if relevant data bases are developed, cross-sectoral coordination mechanisms are functional and individual capacities strengthened.

GIZ and Ministry of Housing and Urban Affairs (MoHUA) are jointly implementing the SUM-ACA project to advance the sustainable mobility transition in Indian cities. Adopting a multi-level approach, the project cooperates with partner institutions at national, state and local level to enhance capacities while implementing concrete activities which directly benefit the urban population as target group in several Indian cities and states.

Green Urban Mobility Innovation

Objectives

The framework conditions for Green Urban Mobility in select Indian cities are improved.

Description

The project aims to enhance green urban mobility and transportation systems in India by creating a platform for innovation, collaboration and prototyping, bringing public and private stakeholders together under the roof of ‘Living Lab’ (LL). By providing an ‘open innovation ecosystem’ around green urban mobility for public and private stakeholders, it is envisioned to contribute to an improved innovation enabling environment and framework conditions for Green Urban Mobility Innovation that has benefits for all citizens, including the vulnerable and poor groups of society.

The project will have the following indirect development impacts in the medium term:

  • A new innovation method for the ‘green urban mobility’ space that serves as a platform for various governing agencies, private players, start-ups and all those interested to develop, test and showcase new technologies and develop viable service delivery models that can be replicated by ithers and hence contribute towards building sustainable transportation systems in India, is established.
  • A sustainable, inclusive and integrated approach that meets all citizens requirements around transportation and mobility is created, including vulnerable groups of society and the urban poor
  • Congestion and air pollution are reduced and accessibility of sustainable transportation and mobility solutions for goods and people is improved.
  • Health of urban population due to reduction of carbon and other hazardous emissions, especially among the poor and underprivileged population who are more exposed to air pollution is improved.
  • The project will contribute to climate protection through a reduction of CO2 emissions in the medium term.

Climate Friendly Freight Transport in India (Green Freight)

Objectives

Green Freight project aims to provide strategies and technical solutions to the decision-making agencies at the national, regional/local level to develop freight transport in India in a climate friendly and efficient manner and support the India’s Nationally Determined Contributions (NDCs).

Description

Freight sector in India is inefficient and the logistics cost is estimated at 14% of the GDP, far higher than observed in most of the developed countries, stands at 10% of the GDP. Transportation and inventory costs account for more than 90 percent of logistics costs. With rising income levels, rapidly growing e-commerce sector and a projected GDP growth of 7 to 8%, the demand for goods movement is expected to reach 15.6 trillion tonne-km by 2050. As per 2021 estimates, 71% of goods are carried by road, 18% by railways and rest by pipeline, waterways and airways (NITI Aayog and RMI India). Trucks are the largest energy consumer, using an estimated 1.3 EJ in 2020, with over 70% of all energy used to transport freight and is the fastest growing segment in freight transport energy use, doubling since 2010 (International Transport Forum (ITF), 2021).

India is therefore faced with the challenge of disproportionately large traffic volumes and high energy consumption, making freight transport as one of the sectors with highest potential for reducing greenhouse gas (GHG) emissions and other climate-relevant pollutants. The Green Freight project aims to support national and state-level partners in making the Indian freight and logistics sector climate-friendly and efficient, thereby contributing to the implementation of Indian NDCs.

The project advises the implementing partner Ministry of Commerce and Industry (MoCI), Govt. of India in setting up coordination and monitoring mechanisms for the National Logistics Policy, as well as relevant national authorities responsible for the freight sector in the development of climate-friendly standards and regulations. Measures for improved logistics management and the introduction of climate-friendly technologies will be implemented in selected regions. To ensure the sustainable implementation of national strategies and the measures tested, the competences of state level authorities, as well as private logistics companies will be strengthened. At the same time, the partners will be supported at national and state level in setting up monitoring systems for the reduction of greenhouse gas emissions.

  • Assessment of Innovative Technologies for Carbon Neutral Long-Haul Road Freight Transport

Targeted beneficiaries

The project aims to benefit the following beneficiaries:

  • At the National level, Logistics Division, DPIIT, Ministry of Commerce and Industry (MoCI), Ministry of Railways (MoR), Ministry of Road Transport and Highways (MoRTH), Ministry of Housing and Urban Affairs (MoHUA) and NITI Aayog. The project supports them in integration of climate-friendly freight transport initiatives into future logistics policy and master plan preparation.
  • At the State and urban levels, it sensitizes administrators in transport department; Urban local bodies; development authority, traffic police; and private sector stakeholders in planning and managing green freight initiatives
  • Lastly, it will benefit the people who live and work in the selected regions. Their quality of life will be improved by reducing pollution from harmful chemicals, and other externalities as congestion and accidents in the freight transport sector. Consumers in India will benefit from reduced logistics costs and improved delivery time.

Highlight activities /Achievements

  • National level “Consultative Meeting on Freight Smart Cities” was held on 2nd July 2021 under the chairmanship of Hon’ble Minister of Housing and Urban Affairs Shri Hardeep Singh Puri. The meeting discussed the importance of city logistics to improve efficiency of freight movement. A website of Freight Smart Cities also launched.   • The Freight Green House Gas (GHG) Calculator launched by Logistics Division, Ministry of Commerce and Industry on 28th July 2021

Know your carbon savings: Rail Green Points initiative by Indian Railways

On 1st April 2022, Indian Railways launched “Rail Green Point” (RGP) initiative i.e. it will issue certificate to its freight customers on carbon savings that they have done by using railways as a medium of transport. This is an effort to motivate freight customers to transport more goods by rail, by making them aware of how many carbon emissions they have saved by opting to transport by rail than by road.

Hence, whenever a customer registers a demand online for railway wagons, they will receive a pop-up message thanking them for choosing to transport by Indian Railways and receive details of the expected saving of carbon emissions, called RGP. The RGPs are printed on electronic Railway Receipts (RRs), an RGP account of the registered freight customers is maintained, customers also get an email informing them about the RGP’s they have earned, and they can also download monthly or annual RGP certificates which may be used in their annual reports. Since the launch of the initiative, the Indian Railways have reported a cumulative saving of 11.05 million tonnes CO2*.

The methodology used for calculating RGP saving is derived from the “Freight GreenhouseGas Calculator” developed by Logistics Division, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India under Indo-German development cooperation project ‘Climate Friendly Freight Transport in India (Green Freight).

Awareness Building and Push towards Railways as a Sustainable Mode

City Logistics Plan: An initiative by Centre and States to improve city freight efficiencies for ease of doing business and achieve net zero carbon emission targets by 2070

In the wake of national consultative meeting on Freight Smart Cities held on July 2nd, 2021, several states came ahead and expressed their interest to improve city freight efficiencies by preparation a City Logistics Plan*.

*The City Logistics Plan is envisaged as a strategic plan designed to adequately address the urban freight mobility needs of the city’s population and businesses and their surroundings so as to achieve an economic growth together with better quality of life and the environment. The exercise shall identify the main needs, plan and evaluate the possible solutions for urban freight and logistics in and around the city. To ensure city mobility needs are served as a whole, the plan after completion will be integrated with the city’s Comprehensive Mobility Plan (CMP) and other logistics plans at the state and national level: the State Logistics Plan and the Gati Shakti National Master Plan.

The central government, under Ministry of Finance’s (MoF) Special Assistance to States for Capital Investment 2022-23 of Government of India [F. No. 44(1)/PF-S/2022-23(CAPEX)] has extended support to each state, by providing a financial assistance for developing the City Logistics Plans. With this step, a number of cities have showed willingness to participate in the initiative and develop the strategic plan in a more efficient and inclusive manner.

NDC Transport Initiative for Asia

Objectives

Description

The NDC – Transport Initiative for Asia aims to facilitate a paradigm shift to zero-emission transport across China, India, Viet Nam and further Asian countries. The programme’s mission is to provide policy and technical support for our partner countries and around the Asian region to shift the transportation paradigm and decarbonize mobility for every person, in every sector.

The China component supports in the development of a transport GHG and air pollutants double peaking strategy, providing a technical support platform and improving modelling capacity.

The India component supports the development of a stakeholder platform with the capacity to formulate pathways on decarbonising transport in India and technical assistance to improve policy and procurement frameworks for EVs and charging infrastructure.

The Vietnam component is supporting the Ministry of Transport in developing and implementing their Monitoring Reporting Verification system related to climate change activities in the transport sector.

As a regional initiative the NDC-TIA shares knowledge at a regional and global level through events, media and publications related to designing and implementing long-term, multi-stakeholder strategies for decarbonizing transport.

The NDC Transport Initiative for Asia is a joint programme of seven organisations and is is funded by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). Implementing organisations are GIZ, World Resources Institute (WRI), International Council on Clean Transportation (ICCT), International Transport Forum (ITF), Agora Verkehrswende (AGORA), Partnership on Sustainable, Low Carbon Transport (SLoCaT) Foundation and Renewable Energy Policy Network for the 21st Century e.V. (REN21).

Highlight activities /Achievements

China:

  • The time window for the development and the implementation of the “1+N” (transport-specific) plans and measures sets the new stage for the NDC TIA to influence China’s transport climate roadmap through technical and policy consultancy. The project is therefore providing targeted support to MEE and in collaboration with the Sino-German Cooperation on Low Carbon Transport (bilateral GIZ IKI project) also tapping synergies of inter-ministerial collaboration with China’s MoT. First policy briefings have already been provided to MEE ministers (on opportunities of vehicle regulations and pathway to decarbonise China’s transport sector) and MoT (on electric urban delivery vehicles).
  • Guangdong province had already been selected in 2020 as pilot province for the development of a provincial-level double-peaking and long-term decarbonisation strategy for the road transport sector.
  • Several more research papers and policy documents on scenario development, vehicle regulations and data collection, as well as a communication strategy to highlight lessons learned from partner countries in Germany (especially China and India) are published.

India:

  • An array of technical research has been conducted and is ongoing regarding EV technology (smart charging, V2X, renewables-based EV charging, battery swapping, ), market assessments (such as EVs, charging infrastructure, business models, vehicle sales data, etc.) and data collection and modelling, informing policy advocacy, development of technical standards and capacity development.
  • In November 2020, a Digital Library on Green Mobility was launched together with TERI, as a one-stop shop for e-mobility and sustainable transport research.
  • In collaboration with ITF’s Decarbonising Transport in Emerging Economies project, a strategy for modelling enhancement has been defined with a focus on life-cycle analysis, now targeting several universities for capacity and curriculum development.
  • In collaboration with NITI Aayog the ‘Forum for Decarbonising Transport’ was launched. The forum provides a dedicated platform for public and private stakeholders to work towards reducing emissions from India’s transport sector.
  • The India component is supporting Delhi government in its EV Policy 2020 and recommendations for operational guidelines for recycling of traction batteries are under development.

Viet Nam:

  • A very close working relationship has been established with the Department of Environment of the Ministry of Transport, building on previous collaboration in bilateral projects.
  • The development of economic-technical norms for e-bus operations in Hanoi has started. This will serve as a basis for consideration of a subsidy for e-busses.
  • On fuel efficiency regulations, a review of international experiences on fuel-economy standards and a review of existing policies on fuel economy and vehicle labeling in Vietnam have been conducted
  • Ho Chi Minh City has been selected and officially approved for scaling up action at city level, several studies have already been conducted and are ongoing to develop the city’s e-mobility roadmap.

Regional/Global:

  • A milestone was achieved with the establishment of a Council for Decarbonising Transport in Asia in March 2021. The 14 members of the Council are currently developing their flagship report with with a special focus on the blind spots in the discussion on decarbonising transport.
  • One of the most important ongoing political processes at regional level in Asia is the upcoming 2030 Aichi Declaration of the Environmentally Sustainable Transport (EST) Forum, to be adopted in October. The project has engaged in the consultation process on the declaration to ensure that wording on the need of 2030 targets being in line with full decarbonisation by 2050 was included in the climate goal.
  • In addition to the Council, a Peer Network Transport & Climate in Asia was established with representatives of ministries of transport and environment from 10 Asian countries.
  • The women’s business network “Women on the move – Transforming Transport in Asia” was launched with the goal to enhance the exchange between female experts in the transport sector in Asia and increase the visibility of the daily issues that women face in transport.
