Objectives

Description

The project “Strengthening Climate Adaptation and Resilience (SAR)” supports the entire planning cycle of climate change adaptation measures: from the preparation of climate risk assessments to the piloting of financing approaches and instruments. It also supports the measures at the local level as well as upscaling through international climate finance.

Targeted beneficiaries

Direct beneficiaries are employees of sector ministries at the national level and subordinate authorities at provincial level and in the relevant sectors (e.g. agriculture, etc).

Indirect target group are people particularly affected by climate risks and their social consequences (including women, youth and other vulnerable populations); furthermore, provincial and local governments that benefit from improved planning, financing and coordination mechanisms in the field of climate risk management.

Institutional Development for Energy in Afghanistan (IDEA)

Objective

  • The general population, companies and public institutions have access to electricity produced in an environmentally sound and climate-friendly way. Afghan institutions and professionals are trained so they can create the basic conditions for a reliable power supply.

Description

Mains electricity is still a rarity in Afghanistan. Only one third of the population has access to electrical power. In addition to technical advances, improving the supply of energy requires further political reform and significant public and private investments. Among other things, it will require a secure legal framework for private investments and private plant operators. Since 2002, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working on behalf of the German Federal Ministry for Economic Development and Cooperation (BMZ) to help Afghanistan develop its energy sector by adding more renewable energy.

Sector Framework Conditions:

  • Sector Policies, Laws Regulations, Strategies and Plans are developed.

Sector Cooperation:

  • Energy Sector Coordination & Cooperation mechanisms between national and provincial levels are developed
  • Organizational Development of the Energy is enhanced
  • Sector Monitoring and Evaluation system is established

Knowledge Management in the Sector:

  • Afghanistan Energy Information Portal (AEIP) is developed and in use
  • Guidebook for Energy Efficiency Measures and Utilization of Renewable Energy technologies in buildings is developed and in use
  • Institutional Capacity and need Assessment of Vocational Training for O&M is conducted and a certification package based on a 2222 training program is developed
  • Site-Assessment of Micro and Mini Hydro Power Plants is conducted to identify potential sustainability measures
  • Renewable Energy and Energy Efficiency Awareness Raising mechanism for the Sector is developed and for the first time the Afghanistan Sustainable Energy Week (ASEW-2017) is conducted
  • Entrepreneurship development Programs -Women’s Initiatives for Sustainable Energy (WISE) and Youth Entrepreneurship Support (YES) are established and supported

Enabling Private Investments:

  • 350 MW Renewable Energy technical documents are prepared and availed for private investments
  • Photo Voltaic (PV) market study is conducted and “Enabling PV Afghanistan” guidebook is developed for private investors
  • Pilot On-Grid PV project is installed and is operational
  • Investment Promotion Desk (IPD) for private sector is established

Objective

  • Government of Indonesian improves their international development cooperation system

Description

South-South and triangular cooperation arrangements are key tools of international cooperation. South-South cooperation is a broad framework for collaboration among countries of the South in the political, economic, social, cultural and technical domains. It may involve two or more countries.
The project is working in cooperation with the Government of Indonesia to build on the current results achieved through South-South and Triangular Cooperation and Networks for Global Governance, specifically on their transformation from a recipient to a recipient and provider of development cooperation (SSTC).

On the other hand, the project works with the Indonesian government in their role and in global foras (NGG). In SSTC the aim is e.g. to make Indonesian development cooperation more effective by improving the institutional setup (creating a development agency). Beside CB measures also selected SSTC projects (e.g. peer learning) will be supported.

In the area of NGG the projects work with GoI especially in the implementation of Agenda 2030 on national and international level. Also, G20 and ASEAN are possible fields of cooperation.

Achievements

  • To intensify South-South and triangular cooperation, the project is working with the National Coordination Team to establish the development agency now that the process for the development agency (It Single Agency) has been finalised.
  •  The project contributed to implementation of SDGs in Indonesia by assisting the government to develop their National Action Plan (2018-2019) by having for the first time a multi stakeholder process involving cso, academia and private sector.
