Description

The Project Development Programme (PDP) implemented by GIZ on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi) supports the Ministry of Energy (MoE) in Thailand in increasing the deployment of renewable energy technologies in the country. Thailand has ambitious policy targets for renewable energy and is the market leader for such technologies in Southeast Asia. Under the current political framework, several initiatives focus on the community level with the goal to promote sustainable energy production on a decentralized level. In accordance with MoEN’s goals, GIZ focuses on increasing the deployment of renewable energy in communities, regions and provinces in Thailand by sharing German experience and know-how. Since especially small and medium sized companies are the carrier of knowledge and technology in this regard, the strategy of the project is to trigger business cooperation between German and Thai companies to develop a Thai-German Community-Based Renewable Energy (CBRE) project jointly with MoEN that combines different renewable energy or intelligent grid technologies, and to develop business models which allow for the local community to directly benefit from the project.

Achievements

  • Develop RE Hybrid Grid System Project on Thai Island taking into account the system design, mode of operation with community’s active involvement, technical challenges and sustainable community-based business models.

  • A series of annual conference on community-based renewable energy projects has been organized to maximize the exchange of communities, renewable energy companies and international experts in order to evaluate latest models and technologies for RE on community level

Promotion of Least Cost Renewables in Indonesia

Objective

  • The Government of Indonesia is enabled to develop practi-cal policies and promote programs to increase the use of renewable energy and thereby effectively contribute to the national climate change strategy.

Description

As the world’s largest archipelago with around 17,000 islands,
Indonesia is blessed with abundant renewable energy sources. However, power generation is still heavily dominated by the use of fossil fuels, leading to a strong dependency on fuel imports and to high greenhouse gas emissions. As such, In-donesia needs decentralised, innovative and cost-efficient solutions to tackle the increase in energy consumption. In large parts of the country, the use of hydropower, bioenergy solutions or the application of PV technologies are feasible and cost-efficient alternatives to conventional energy sources.

Field of intervention

  • Studies in three selected application areas provide a realis-tic assessment of the technical and economic potential of renewable energy and the associated CO2 reduction potential and demonstrate approaches to how it can be expanded further.
  • Pilot projects in three application areas demonstrate the feasibility of the applied technologies and business models.
  • Through seminars and training measures the relevant public and private decision-makers and stakeholders are informed of the results of studies and pilot projects, become familiar with renewable energy technologies and business models and thereby can identify their potential.
  • Action plans and best practice guidelines for the dissemination of demonstrated technologies and business models are developed in collaboration with public and private actors.
  • A monitoring and evaluation system is established in NREEC, which contributes to continuous improvement of policies, guidelines and support programs, and incorporate the results into the development of a Monitoring Reporting Verification (MRV) system for the energy sector in Indonesia.

Achievements

At the end of the project’s 4 years period, LCORE will have conducted studies which identify the technical and econom-ic potential of the three main application areas. Together with private sector partners, at least one pilot project in each application area is implemented and more potential pilot projects are identified with a total reduction potential of 200,000 tons of CO2 per year. The project will also have introduced a monitoring, reporting and verification (MRV) system for bioenergy plants at DG NREEC that could lead to measureable share of renewable energy production and greenhouse gas emission reductions. Last but not least, the project is expected to enable DG NREEC to harness Indo-nesia’s energy potential using least-cost approaches.

Objective

Description

The project strengthens the Climate Change Commission and other key actors in implementing and coordinating the national climate change regime as well as developing and operationalizing national contributions to the international climate change regime. Projects results shall be fed into the international climate change negotiations and into relevant international fora (e.g. CVF) by the Climate Change Commission.

The project’s climate change policy measures mobilize public and private resources for “low carbon” solutions. The implementation of land-use and development plans relevant for adaptation secures income structures and prevents economic and ecological damage caused by climate change. Climate-smart economic development increases the competitiveness of the private sector. Renewable energies stabilize the energy supply, increase the attractiveness of the Philippines as an investment location and promote economic development in remote areas.

Description

By supporting climate friendly and energy efficient cooling technologies, the RAC NAMA project assists Thailand in reaching its energy saving as well as its climate targets as pledged in Nationally Appropriate Mitigation Action (NAMA) and Nationally Determined Contribution (NDC) submitted to UNFCCC. The project aims to support the industry in staying competitive and will bring international climate finance to the country.

The objective of this project to improve the conditions under which stakeholders can integrate solar power into the grid and improve efficiency in the power grid.”. To achieve the objective with its implementing partners, who are led by the Power Division (Ministry of Power, Energy and Mineral Resources; MPEMR), the project is pursuing a multi-stakeholder approach at several levels. It is structured in three components that reflect three levels of intervention:

To assure continuous development, Bangladesh needs sustainable energy solution. The programme focuses on clean and affordable renewable energy solutions to the rural areas and urgently needed local communities. REEEP promotes the sustainable supply and consumption of energy in order to ensure energy security, reduced emissions and improved livelihoods throughout the country. To achieve this target, REEEP involves local partners from the financial and private sectors, non-government organisations and rural communities. REEEP works closely with the Government of Bangladesh to improve the legal and institutional framework of the energy sector.

To provide sustainable energy services, REEEP’s approach also focuses on capacity development, awareness campaign and market development.

Support to the Up-Scaling of Wind Energy

Objective

To improve the legal and regulatory environment, and increase the performance and expertise of private and state actors to accelerate the process of scaling up wind power in Vietnam

Description

The DKTI Wind project supports the development of wind power market through addressing a number of regulatory and market barriers as well as capacity needs through technical assistance. The project is commissioned by the Federal Ministry of Economic Development and Cooperation (BMZ) under the German Climate Technology Initiative (DKTI), with a total budget of EUR 6.900.000 . The project is implemented by the Ministry for Industry and Trade (MOIT) and its General Directorate for Energy (GDE), as well as the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ).

The DKTI Wind project consists of three Action Areas, each geared towards the development of the wind sector. Action Area 1, Legal and Regulatory Frameworks, aims to reduce barriers for domestic and international investment in the Vietnamese wind power market by proposing a comprehensive mix of political incentive schemes and support measures to attract private investment. Action 2, Capacity Development, aims at tackling technical, financial and practical skills needs in the sector through trainings with public institutions as well as Vietnamese project developers, local banks, consulting companies or specialized engineering firms. Action 3, technology cooperation aims to facilitate partnerships between Germany and Viet Nam so that the extensive experiences in wind power development in Germany can be transferred to Vietnamese context.

Achievements

  • Legal and Regulatory: The project has submitted to the Vietnamese Ministry of Industry and Trade a proposal for the revision of the current tariff that is perceived as too low for a nascent market. A handbook on wind power investment guidelines has also been published with an aim to improve the investment process into wind power in Viet Nam.
  • Capacity development: The project conducted a wind power evening class from September to January 2016. The course provided participants with thorough content on technical and financial aspects of wind power development as well as support mechanisms. GIZ is also measuring wind speeds at 60m and 80m height at different sites in the country in an effort to validate, and improve the accuracy of available meteorological surface data as well as identify potential sites for the development of projects.
  • Technology cooperation: We are supporting 3 research cooperation projects on wind power between Vietnamese and German universities. In September 2016, GIZ also organized the first Vietnam- Germany Summer School on Wind Power which provided an opportunity for 30 students of engineering, economics, and financial background from Viet Nam and Germany to learn about wind power project development in Viet Nam.

Description

Nepal Energy Efficiency Programme (NEEP) is being implemented to promote and realize energy efficiency in the country. The Nepali- German programme NEEP is implemented by the Ministry of Energy with technical assistance by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), acting on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). NEEP continues to support the efficient use of energy in Nepal in its second phase from July 2014 to June 2017. The programme assists with the introduction of market based energy efficiency services for the private and public sector, backs the development and introduction of performance for biomass based improved cooking stoves for rural households and provides direct advice and expertise to the government for the establishment of policy and institutional framework to foster energy efficiency in the country.

Capacity Building for the Establishment of Emissions Trading Schemes (ETS) in China

Objective

  • To strengthen the capacity of key stakeholders involved in ETS design and implementation at the national and local level

Description

The Sino-German project is jointly implemented by GIZ and the National Development Reform Commission (NDRC) on behalf of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). The project supports knowledge and experience exchange between Chinese, European and German experts and key stakeholders related to emissions trading. The introduction of this market-based approach in China is seen as a major contribution to the achievement of the government’s ambitious emissions reduction targets.

China has published new greenhouse gas (GHG) reduction commitments in preparation for the 2015 Paris climate negotiations. The country will reach its peak emissions level by 2030. It also intends to reduce its emissions per unit of GDP by 60 to 65 per cent during the same period. China had already committed itself to a 40 to 45 per cent reduction in emissions intensity by 2020. An emissions trading scheme (ETS) is being introduced on a gradual basis in order to achieve these targets.

This makes China the first emerging economy to launch a trading scheme to limit GHG emissions. A pilot phase for this complex market instrument has been running since 2013 in Beijing, Shanghai, Tianjin, Chongqing and Shenzhen, as well as in Guangdong and Hubei Provinces. The project provides advice and training to further support the nationwide roll out of the ETS, which is scheduled for 2017.

Field of intervention

  • The project provides technical advice and supports the strengthening of capacities for the development, establishment and implementation of ETS in China. The exchange of experiences and know-how between Chinese, German and European institutions is supported through advisory sequences and training measures such as study tours, workshops and job shadowing.
  • On the local level, the project addresses the pilot regions and assists local institutions in charge of ETS implementation in testing of and making adjustments to the ETS after its establishment. Companies covered by emissions trading as well as further participants in the trading (such as financial service providers, verifiers) are also included.
  • On a national level, the Domestic Policy and Compliance Division of the Department of Climate Change of NDRC is supported. In addition, demand-driven support in assessment and evaluation of the experiences made within the pilot schemes is provided, especially regarding legislative-institutional questions.

Targeted beneficiaries

  • In preparation of the national ETS roll-out, representatives of Chinese non-pilot provincial authorities have participated in continued trainings on emissions trading. As the pilot regions have begun to successfully trade emission certificates and gain initial experiences, the project is stepping up its efforts to assist the Chinese Government in its preparation and establishment of the national ETS. These efforts concentrate on establishing the necessary legislative framework and national institutions.
    Looking forward, the project shall support in the set-up and optimisation of local trading platforms and prepare local government, verifiers and enterprises for their roles and ways to best participate in the national ETS. Knowledge exchange between European industry representatives and national experts will play a key role in the project.

Achievements

  • The project is currently focusing on the pilot regions, but is also supporting national level ETS development. Among others, the project provided technical advice on the design of carbon registries and the establishment of trading platforms in the regions. Study tours to Germany and Europe, as well as experts visits to China, helped to establish an expert exchange and deepen the knowledge of institutions and procedures in the European ETS. In order to involve all relevant stakeholders, including the private sector, the project also provides trainings for companies subject to ETS in the form of an intensive dialogue between European and Chinese industry representatives focused on sharing knowledge and experiences to prepare Chinese companies for the challenges of emissions trading.
    The project strives to support Chinese stakeholders to draw on the lessons learnt in Europe and to establish a carbon market which suits China’s circumstances.

Description

Green Chillers NAMA project is jointly implemented by the Directorate General of New Renewable Energy and Energy Conservation (EBTKE) at the Ministry of Energy and Mineral Resources (MEMR) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims to promote the introduction of climate friendly and energy efficient chiller solutions. The Green Chillers project has a particular focus on chiller solutions with hydrocarbon as low Global Warming Potential refrigerants.

The project aims to establish a Nationally Appropriate Mitigation Action (NAMA) for industrial and commercial refrigeration and air-conditioning systems, thereby making a significant contribution to meeting Indonesia’s GHG emissions reduction targets. The project will also establishing appropriate incentive mechanisms for the implementation of efficient RAC technology in the selected areas. Moreover, the introduction of green cooling technology in pilot projects in combination with comprehensive capacity building measures will create best practice examples and influence the entire RAC sector.

Description

Indonesian economy is growing rapidly with land-based economic activities as major contributor. This creates challenges for Indonesia commitment to reduce its emission, by 26% – 41% from its business as usual level by 2020. A green economy concept should bridge the two agendas combined with the social objective to improve social inclusiveness on local level in the context of land use change processes and other land-use-related economic activities. Locally appropriate mitigation actions (LAMAs) are expected to be those economic activities at local level that serve the three characteristics of green economy: low GHG emissions, resource efficient, and socially inclusive.

Green Economy and Locally-Appropriate Mitigation Actions in Indonesia (GE-LAMA-I) is an initiative for building local government capacities in planning low emission development, and in developing four locally and/or nationally appropriate mitigation actions. The project enables local governments and stakeholders in two provinces to develop efficient land use and land-use change scenarios through an inclusive process using user friendly analytical tools, such as LUMENS (Land Use Planning for Development with Multiple Environmental Services).

“Chosen scenarios will be translated into local mitigation actions under provincial greenhouse gas emission reduction action plans (RAD-GRK) and included in mid-term development plans as reference for governments and all stakeholders in determining policies, regulations and local government programs, as well as budget plans”

Based on these plans, the project is facilitating the development of four locally-appropriate mitigation actions (LAMAs) for upscaling to nationally-appropriate mitigation actions (NAMAs).

Achievements

        As part of the effort to mainstream climate change mitigation actions into national and local development plans,GE-LAMA-I has set three goals:

  • Progressive national and local policies that correspond with global actions to support the implementation of NAMAs and green growth initiatives in land-based sectors, including policy coordination and stakeholder inclusion
  • Tools, syntheses and comparative studies on land-use planning for low-emission development strategies that include multiple environmental services
  • Concepts and capacity building to support implementation for four land-based sector NAMA green growth initiatives based on the National Greenhouse Gas Emission Reduction Plan (RAN-GRK)
