Description

The project aims to enhance green urban mobility and transportation systems in India by creating a platform for innovation, collaboration and prototyping, bringing public and private stakeholders together under the roof of ‘Living Lab’ (LL). By providing an ‘open innovation ecosystem’ around green urban mobility for public and private stakeholders, it is envisioned to contribute to an improved innovation enabling environment and framework conditions for Green Urban Mobility Innovation that has benefits for all citizens, including the vulnerable and poor groups of society.

The project will have the following indirect development impacts in the medium term:

  • A new innovation method for the ‘green urban mobility’ space that serves as a platform for various governing agencies, private players, start-ups and all those interested to develop, test and showcase new technologies and develop viable service delivery models that can be replicated by ithers and hence contribute towards building sustainable transportation systems in India, is established.
  • A sustainable, inclusive and integrated approach that meets all citizens requirements around transportation and mobility is created, including vulnerable groups of society and the urban poor
  • Congestion and air pollution are reduced and accessibility of sustainable transportation and mobility solutions for goods and people is improved.
  • Health of urban population due to reduction of carbon and other hazardous emissions, especially among the poor and underprivileged population who are more exposed to air pollution is improved.
  • The project will contribute to climate protection through a reduction of CO2 emissions in the medium term.

Objectives

The prerequisites for coupling the transport and energy sectors for climate-friendly e-mobility have improved.

Description

The climate-friendly e-mobility project is implemented by the Indian Ministry of Heavy Industries (MoHI) in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as the main project partner. The finances of the project are provided by the German Federal Ministry for Economic Cooperation and Development (BMZ). Its operations started in July 2021 and the project ends in June 2024. The main goal of the project is to improve the prerequisites for coupling the transport and energy sectors for climate-friendly e-mobility.

The project is part of the Green Urban Mobility Partnership (GUMP), a strategic partnership of the Indo-German bilateral cooperation between MoHUA and BMZ. This partnership between the German and Indian Governments was agreed upon in November 2019 and is planned to be in place till 2030. The stakeholders are the Ministry of Housing and Urban Affairs (MoHUA), the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ, and KfW (German Financial Cooperation).

Objectives

  • Integrating climate policy and green recovery measures into Indonesia’s National Development Plans

Description

The project aims to support the Indonesian government in strengthening the mainstreaming and implementation of its climate and biodiversity policy. Partners are the Ministry of National Development Planning, the Ministry of Environment and Forestry as well as other related line ministries, state and non-state stakeholders at national and subnational levels. Policy advice, capacity building and interministerial exchange will support the advancement of a holistic approach towards climate and biodiversity policy planning and implementation, as well as mainstreaming with national development planning. This is accompanied by mobilizing additional resources from all sources also considering ways to strengthen the engagement of a wider range of financial and private institutions. Also, the project will function as the interface of the International Climate Initiative (IKI) in Indonesia facilitating a political dialogue, networking and communication between project implementers and the Indonesian government.

Besides, other national government institutions, especially line ministries, the sub-national level and other selected state and non-state actors such as non-governmental organisation (NGOs) and universities are involved in various project activities.

Representatives of IKI-funded projects active in Indonesia and from their partner ministries as well as BMU and political partners responsible for international cooperation/international climate policy will be the target group related to IKI activities.

Projects measures related to biodiversity can have an indirect effect on Indonesia’s citizens that depend on terrestrial and marine ecosystem services.

Transitioning to Low Carbon Sea Transport

Objectives

Reduction of GHG emissions in the domestic maritime transport sector and moving towards energy efficient solutions.

Provision of eco-friendly, innovative and sustainable shipping solutions for the transportation within Atolls and in-between Atolls throughout the Marshall Islands and at a regional level.

Policy support for the Marshall Islands within the context of IMO and UNFCC negotiations.

Description

In the Republic of the Marshall Islands (RMI) in the Pacific island region — a country that is 99.99% ocean and is therefore highly dependent on sea transport — domestic ships run mainly on costly imported fossil fuels, which emit a significant volume of greenhouse gases (GHGs).  RMI, which faces an existential risk from climate change-induced sea level rise, was the first country to pledge, under the Paris Agreement, to a 32% reduction in carbon dioxide emissions below 2010 levels by 2025, and to a 45% reduction by 2030, towards its goal of zero net emissions by 2050. Central to the achievement of these goals is the reduction of the country’s GHG emissions from sea transportation. The project supports RMI in delivering its Nationally Determined Contributions (NDC) under the United Nations Framework Convention on Climate Change (UNFCCC).

Targeted beneficiaries

Primary beneficiaries are the people of RMI which will be reached in the mid-term by the project through lower costs of sea transport and reduced CO2-emissions. Communities on the outer island will gain better access to national transport services.

In the short term the Government of the Marshall Islands, in particular the Ministry of Foreign Affairs as head of delegation at international negotiations, and the Ministry of Energy and Transport and the Marshall Islands Shipping Corporation.

Other Government department of the Marshall Islands: through reduced fuel needs for sea transport freeing up budget for other purposed and progression towards meeting NDC emissions reduction targets.

Private Sector Operators: small shipping enterprises. Through demonstration of alternative approaches for ship propulsion and data on the economic and emissions effectiveness of such technology as well as trade through better availability of cost-efficient sea transport.

Other Pacific Small Islands Developing States (Cook Islands, Fiji, Kiribati,

Nauru, Niue, Palau, Papua-New Guinea, Samoa, Salomon Islands, Tonga, Tuvalu and Vanuatu) from demonstration and economic and climate-policy assessment of appropriate technological and operational options (for instance better planning of transport ways and movements) for reducing fossil fuel use.

  • Inside Lagoon Component: two 3-month Boatbuilding workshops with up to ten Marshallese trainees in innovative boatbuilding technologies in Majuro Atoll, introduction of adapted sailing craft designs to the needs and requirements of inside lagoon shipping in the Marshall Islands

Electrical Propulsion Kit in the Marshall Islands: “Testing Sun power for local vessels”

“walking the climate department”, the testing of a solar powered outboard engine in Majuro this week could lead to multiple vessels use of this sustainable energy technology for ocean transportation. “We are developing system that work for different types of boats”, said Waan Aelon in Majel Director Alson Kelen of the trial of a solar powered engine on the “WAMCat” vessel, a twin hull sailing boat designed and built by WAM for carrying passengers and cargo. The WAM team has been testing the engine this week, with an official launch scheduled for this Friday. In the big picture, this project is part of a sustainable transport program that WAM and others are engaged in locally to develop low carbon vessel options for the RMI. It is supported by multiple funders, including German Agency for International Cooperation knows as GIZ, the RMI National Energy Office and others. Description

As part of the BMU Global project: ‘Support of the Export Initiative for Environmental Technologies’ (ExI), the module Management of Organic Waste in India (MOWI)  creates specific framework conditions for a demand for innovative technologies and ensures that sustainable structures are in place.

With a focus on integrated waste management, the MOWI module to improve sustainable organic waste management practices in the selected cities of Kanpur, Kochi, and Port Blair, their respective states, and at the national level. This includes centralised and decentralised systems of organic waste management like aerobic composting and biological methanation. MOWI interventions address issues of waste separation, quality control of compost, testing and linkage with marketing in urban and peri-urban areas, capacity building, development of guidelines and policy review, among others.

The implemented measures in this module are envisaged as an accompanying measure to the project “Cities Combating Plastic Entering the Marine Environment”, a bilateral project promoted by the BMU.

Objectives

The Smart Grids for Renewable Energy and Energy Efficiency Project supports Vietnamese power sector’s experts in developing a smart supply system, which allows for an increased integration of renewable energies and supports greater energy efficiency.

Description

The Smart Grids for Renewable Energy and Energy Efficiency Project supports the Government of Vietnam in the implementation of its Smart Grid Roadmap, which aims to promote the modernization and automation of the national power transmission and distribution system.

The project works closely with the Electricity Regulatory Authority of Vietnam (ERAV), which is a subordinate of the Ministry of Industry and Trade (MOIT), to support experts of the Vietnamese power sector in developing a “Smart Grid”, i.e. the digitalization and flexibilization of the power supply system. The smart grid, as a result, will allow integration of an increasing share of renewable energies and supports greater energy efficiency in the country.

The project focuses on three main Action Areas: (1) Legal and Regulatory Framework; (2) Capacity Development and (3) Technology Cooperation.

First time national event on smart grid takes place in Vietnam

In early December 2019, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) hosted the Smart Grid Week Viet Nam in Hanoi, which is the country’s first time large-scale event on the topic.

The Week was a series of workshops, in which the participants discussed trends and vision for Vietnam’s future sustainable power system; exchanged knowledge and experience about smart energy solutions that enable high shares of renewable energy and showcased innovative technologies and applications for the future power system. After the official opening day on 2 December, each following day titled “Power System Innovation Day”, “Smart Grid Symposium Vietnam” and “Future Lab: Internet of Energy” dug deeper into the topic.

Attendance was 300 participants, who were government officials, local and international power system experts, private companies, international development partners, research and academia organizations. Nearly 20 notable speakers from the government, national and international companies, and research institutions delivered their presentations.

The activity is part of the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project, which is jointly implemented by ERAV and GIZ on behalf of the Vietnamese Ministry of Industry and Trade, and BMZ, respectively.

GIZ recommends Vietnam with grid management for optimal operation of renewable energy

Vietnam should consider adopting major solutions for planning and operational grid management if it wants to optimise the operation of renewable energy and make the best use of the clean source in its power system.

The proposals took centre stage in the final workshop ‘Grid management solutions to the optimal operation of renewable energy sources in power system’. GIZ in cooperation with the Electricity Regulatory Authority of Vietnam (ERAV) of the Ministry of Industry and Trade (MOIT) virtually hosted the event on 26 August 2021.

After months of research and working with relevant partners in Vietnam, the GIZ-coordinated consultation group finally put forward key measures on the nation’s planning and operation at the event. In term of planning, the most essential proposal should be the issuance of a reasonable feed-in tariff (FIT) mechanism which varies according to region, time or demand. In term of operation, grid-related and market-related measures, and renewable energy feed-in management were recommended.

The event was part of the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) project, which is implemented by GIZ and the ERAV/MOIT, and financed by BMZ.

Description

With over half of the Indonesia’s 270 million inhabitants living in urban areas generating an estimated 105,000 tons of solid waste each day, Indonesia’s rapid urbanisation is putting the country’s waste sector under immense strain. A central concern are the associated greenhouse gas (GHG) emissions from large amounts of unmanaged waste that is burned or dumped disorderly and account for roughly 6% of Indonesia’s total emissions, ranking just 3rd after land use and energy. The Indonesian government has recognised this and made sustainable waste management a central priority within their national development strategies.

As part of the German Climate and Technology Initiative (DKTI), the project builds on that by partnering up with the Ministry of National Development Planning (BAPPENAS) and 6 project cities. The project seeks to improve the conditions for the implementation of climate-friendly waste management measures by building capacities within the relevant stakeholders on the national and sub-national level. Three crucial challenges are mainly addressed: developing technical know-how & planning instruments, improving data management and identifying financing models.

Through its participatory approach, the project seeks to incorporate a wide range of interests and utilise existing expertise from community stakeholders, private and civil society actors. This enables more effective measures and ultimately benefits the project’s target group: Indonesia’s urban residents. In sum, these measures will provide the foundation for effective waste management policies that increase the liveability of the urban areas and its residents by improving public services, reducing emissions and mitigating climate impacts.

Promotion of Renewable Energy and Energy Efficiency Concepts in Cities and Industries

Objectives

The functioning of municipal Energy Management System (EnMS) is demonstrated in Pakistan

Description

In municipal and community administrations in Pakistan, integrated EnMS, as they are already used in many countries, are practically unknown. Measures to reduce energy consumption or boost energy efficiency in cities are generally purely project based. The selection of measures is usually not based on an objective analysis of existing energy data and needs of the population, but rather is at the initiative and with support of external advisors/development partners. No systematic energy data management is carried out, which means that energy consumption, the potential for savings and the economic benefits of implementing individual measures for boosting energy efficiency are barely known.

The project implementation approach aims to integrate the energy topic into the processes and workflows of municipal administration and public institutions responsible for municipal services in the selected cities in Pakistan. The successful introduction and implementation of municipal Energy Management System (EnMS) will mainstream energy relevant tasks and processes in relevant departments of the partner organizations in these cities. The strategic approach is developed on the principles and guidelines of ISO 50001. Relevant staff within each partner organization will be provided with necessary training(s) and be mandated to identify opportunities to improve energy efficiency, to prioritise and implement suitable measures.

The goals pursued by the project are closely aligned with the policies of the political partners by moving towards a sustainable orientation on energy efficiency and conservation in municipal services.

Energy Efficiency in Industry and Data

Objectives

India’s demand side energy use is, technically, and economically efficient, as well as socially and ecologically sustainable.

The capacities of companies in the steel and paper sector that do not participate in emissions trading (PAT) to implement energy-efficient technologies and processes are improved.

Description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been supporting India on its energy front since 1995. The Indo-German Energy Program (IGEN) has committed itself to take this energy agenda forward, focusing primarily on the Perform, Achieve, Trade (PAT) scheme, which has led to huge reductions in CO2 emissions and the use of coal.

Companies that do not participate in the PAT scheme have limited knowledge about the latest energy-efficient technologies. They also often do not have the capacity to evaluate their effectiveness and profitability, which is important when making investment decisions.

The “Energy Efficiency in Industry & Data” project seeks to build the capacity of the non-PAT industries in India’s secondary steel and pulp and paper sectors to implement energy-efficiency measures.

This will help boost India’s contributions to goals set down in the National Strategic Plan for Energy Efficiency and the Nationally Determined Contributions (reduction of CO2 emissions in the energy sector by 858 million tonnes, 50 per cent of which come from increased energy efficiency, and reduction of CO2 intensity by 33 to 35 per cent).

Approach/Field of intervention

The projects aims to strengthen the capacity of selected State Designated Agencies (SDA) to promote energy efficiency in non-PAT industries by analyzing barriers and challenges. It focuses on developing an SDA service portfolio for industry and small & medium-sized enterprises, as well as a communication and outreach strategy.

  • Non-PAT industries will gain access to information on key energy-efficiency processes and technologies, as the project sets benchmarks for key energy-intensive processes. Technology provider databases will be used to this end. Further information and knowledge will be provided to non-PAT industries by highlighting key processes and technologies using feasibility studies and demonstration projects. In addition, knowledge products will be made available on an energy-efficiency web platform and in workshops and training courses.
  • Peer-to-peer learning among SDAs and non-PAT industry clusters is being institutionalized. This includes establishing exchange formats for peer-to-peer learning among SDAs (including a long-term strategy), developing peer-to-peer training modules, and showcasing demonstration projects from advanced non-PAT industries. The project also shares experience gained from implementation and operation practices among non-PAT industry clusters.
  • A national-level dialogue on energy efficiency in the steel and pulp and paper sectors between policy-makers, research institutes and business associations has been established by setting up national roundtables and by providing study tours to inform key stakeholders about international good practices and national achievements. Cooperation with policy-makers to further improve the overall regulatory framework for energy efficiency is being pursued.

Objectives

The Commercial and Industrial Rooftop Solar Project aims to improve the conditions for a sustainable development of the rooftop solar market in Viet Nam.

Description

The Commercial and Industrial Rooftop Solar (CIRTS) project aims to improve the conditions for the development of commercial rooftop solar energy (RTS) through the analysis and assessment of prevailing applicable standards, the development and adaptation of relevant regulatory and technical regulations for RTS, the development of key stakeholders’ (power sellers and purchasers) capacities for RTS development, and the support to improve the Electricity Viet Nam’s (EVN) information base for the development of RTS projects. GIZ and the Electricity and Renewable Energy Authority (EREA) of the Ministry of Industry and Trade (MOIT) are jointly committed to work in three Action Areas: (1) Legal and Regulatory Framework; (2) Capacity Development and (3) Information Base Improvement.
