Objectives

Key stakeholders in coal regions in developing and emerging economies plan for and implement just energy transition pathways away from coal and towards a low-carbon energy system, consistent with the Paris Agreement and the ILO Just Transition Guidelines

Description

The coal phase-out will have economic and social effects in coal regions in developing and emerging countries, threating local livelihoods, economic activities and jobs.

A Just Energy Transition ensures that workers, communities and employers are prepared to cope with challenges posed by the energy transition, through the joint development of plans for the creation of new and decent jobs and targeted policies that address underlying social inequalities, reducing structural and cultural barriers to the participation of affected groups, especially women.

The project supports a just transition away from coal while ensuring inclusive and sustainable economic development and the creation of decent work and social protection in selected coal regions in Asia, Africa and Latin America. IKI JET includes:

  • Just Energy Transition in Coal Regions (JET-CR) – Interregional Platform, supporting the exchange between coal regions in the global south via an International Network, policy dialogue and a Knowledge Hub. The platform is jointly funded by the Federal Ministry for Economic Affairs and Climate Action (BMWK) and European Commission’s Directorate-General for International Partnerships (DG INTPA)
  • Two country components, supporting the development of just energy transition plans in coal regions in Indonesia (East Kalimantan and South Sumatra) and India (Jharkhand).

IKI JET is implemented by GIZ and Climate Action Network International (CAN I), International Institute for Sustainable Development (IISD), the International Labour Organisation (ILO), Just Transition Center of the International Trade Union Confederation (ITUC) (participation under review) and Wuppertal Institute for Climate, Environment and Energy.

Objective

  • Enhances the development of markets for green H2 and Power-to-X (green H2/PtX) technologies and applications outside of Europe in cooperations with the private sector
  • Seize the opportunities of green H2/PtX by aiming at identifying production and deployment opportunities, exploring pathways, and supporting the realization of Thai-German project ideas and business models.
  • Foster innovation, knowledge transfer and eventually support the scaling of production and use of green H2/PtX while strengthening the position of German technology providers as leading innovators in Thailand.

Description

H2Uppp is the global programme implemented in 10 countries around the world including Thailand. H2Uppp will support the policy and market development for green H2 and Power-to-X through studies and trainings as well as through the identification and initiation of public private pilot approaches and projects as well as the promotion and dissemination of knowledge and identification and connection of local and international H2 specialists in particular vis-à-vis the German private sector. H2Uppp promotes green Hydrogen (H2) and Power-to-X (PtX) projects in developing and emerging (ODA) countries in partnership with the industry with the main objective to further develop markets for green H2/ PtX technologies through on-site cooperation.

Field of intervention

  • It identifies pilot projects in the partner countries. It investigates possible projects along the H2 value chain that are cost effective and sustainable. As the same time, it finds consumers for the hydrogen produced. It provides technical advice and political support on developing ideas and preparing projects.
  • The project supports H2 pilot projects in partner countries through public-private partnerships with German and European countries. These partnerships will be selected via a public invitation to submit tenders (open procedure).
  • It compiles analyses and expert studies on market and trade development, and country and sector potentials and business models. The project helps to create supportive frameworks in the partner countries through H2 readiness analyses. To disseminate the knowledge gained, it promotes networking with companies and sector associations as well as think tanks and specialist bodies in Germany, Europe and the partner countries.

Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar)

Objectives

1) Enhancing the regional cooperation and knowledge management among the representatives of the ASEAN working groups dealing with marine litter and plastic pollution, to reduce land-based sources of marine litter.

2) Developing national measures for waste leakage reduction within the focal AMS as well as their translation into strategies at the local level.

3) Improving requirements for the establishment of private sector efforts along the value chain to reduce waste leakage into the sea.

4) Pilot projects along the value chain from sustainable consumption to enhanced waste collection and recycling will be implemented in selected municipalities. The pilot projects at the national level will lead to best practices, both in the field of policy development and implementation, which will be made available through regional cooperation and exchange formats for national and regional policy advice to support effective implementation and upscaling.

Description

The project 3RproMar aims to support the ASEAN Member States (AMS) in the improvement of implementation capacities for reducing land-based waste leakage to protect the marine environment. The interventions address four focal countries with geographical focus as the main source of marine litter along the Mekong river system (including Viet Nam, Cambodia) and the island states of the Philippines and Indonesia.

  • Regional cooperation and knowledge management on the topic of reduction of land-based waste leakage into the sea
  • Technical expertise for the implementation of national strategies along with their translation into strategies at the local level, ie: EPR, National Action Plan on Marine Debris, and National Policy on Waste Management.
  • Collaboration with private and informal sectors to support innovative approaches across stakeholders along the value chain (technical solutions)
  • Pilot projects in municipalities with the topic of : Integrated 3R, transboundary plastic waste management, waste prevention and optimization of collection, recycling and utilization of residual waste

Objectives

  • Providing technical support and strategic advice on capacity building and the development of fiscal policy instruments for climate finance in the waste sector.
  • Strengthening the capacity for employees of the Ministry of Finance and potentially other key actors from sub-national government agencies (provinces, cities, regencies) in the area of climate finance and fiscal policy in a broader sense (including also the waste sector).
  • Generating revenue through improved waste management.
  • Other relevant actors, such as civil society and the private sector will be sensitized to climate finance in the waste sector.
  • Potentially, advice will be given on how COVID-19 stimulus packages can promote green economy and investments.

Description

The capacities of member countries and actors of the global NDC Partnership and the private sector are strengthened to finance and implement Nationally Determined Contributions (NDCs), while considering gender-sensitive aspects.

In Indonesia, NDC Assist II supports the Indonesian government in building capacity and developing fiscal policy instruments related to climate finance in the waste sector. Public servants will be trained on NDC financing and possible advice on green recovery may be provided.

Objectives

  • Strengthening policy dialogue and knowledge management on climate change and biodiversity in general and on IKI activities in particular between the Government of Indonesia and BMU as well as between IKI implementers

Description

The project aims to support the Indonesian government in strengthening the mainstreaming and implementation of its climate and biodiversity policy. Partners are the Ministry of National Development Planning, the Ministry of Environment and Forestry as well as other related line ministries, state and non-state stakeholders at national and subnational levels. Policy advice, capacity building and interministerial exchange will support the advancement of a holistic approach towards climate and biodiversity policy planning and implementation, as well as mainstreaming with national development planning. This is accompanied by mobilizing additional resources from all sources also considering ways to strengthen the engagement of a wider range of financial and private institutions. Also, the project will function as the interface of the International Climate Initiative (IKI) in Indonesia facilitating a political dialogue, networking and communication between project implementers and the Indonesian government.

The direct target group of the project is the Directorate for Environment under Ministry of National Development Planning (BAPPENAS) as well as the Directorate General for Climate Change and the Directorate General of Conservation of Natural Resources and Ecosystems under Ministry of Environment and Forestry (KLHK).

Besides, other national government institutions, especially line ministries, the sub-national level and other selected state and non-state actors such as non-governmental organisation (NGOs) and universities are involved in various project activities.

Representatives of IKI-funded projects active in Indonesia and from their partner ministries as well as BMU and political partners responsible for international cooperation/international climate policy will be the target group related to IKI activities.

Projects measures related to biodiversity can have an indirect effect on Indonesia’s citizens that depend on terrestrial and marine ecosystem services.

Objectives

  • Enable cities to initiate climate-friendly integrated solid waste management measures

Description

With over half of the Indonesia’s 270 million inhabitants living in urban areas generating an estimated 105,000 tons of solid waste each day, Indonesia’s rapid urbanisation is putting the country’s waste sector under immense strain. A central concern are the associated greenhouse gas (GHG) emissions from large amounts of unmanaged waste that is burned or dumped disorderly and account for roughly 6% of Indonesia’s total emissions, ranking just 3rd after land use and energy. The Indonesian government has recognised this and made sustainable waste management a central priority within their national development strategies.

As part of the German Climate and Technology Initiative (DKTI), the project builds on that by partnering up with the Ministry of National Development Planning (BAPPENAS) and 6 project cities. The project seeks to improve the conditions for the implementation of climate-friendly waste management measures by building capacities within the relevant stakeholders on the national and sub-national level. Three crucial challenges are mainly addressed: developing technical know-how & planning instruments, improving data management and identifying financing models.

Through its participatory approach, the project seeks to incorporate a wide range of interests and utilise existing expertise from community stakeholders, private and civil society actors. This enables more effective measures and ultimately benefits the project’s target group: Indonesia’s urban residents. In sum, these measures will provide the foundation for effective waste management policies that increase the liveability of the urban areas and its residents by improving public services, reducing emissions and mitigating climate impacts.
