Description

The project Climate Smart Cities looks at implementing climate friendly measures in the cities of Kochi, Coimbatore and Bhubaneswar. The project focuses in the areas of Solidwaste management, Construction and Demolition waste management, Urban Green cover, Green buildings and Stormwater management. The project also looks are capacity development as one of the key measures. The project undertook trainings in the fields of Stormwater Management, C&D waste Management, Urban Green cover and Green Buildings. The trainings with be further upscaled to other cities through training institutes. C&D waste training has already been upscaled further. Training on GHG Monitoring mechanism is also planned under the project. The project is being implemented with NIUA, Difu and TU Berlin as implementing partners.

The project also supported and had been instrumental in development of the ClimateSmart Cities Assessment Framework (CSCAF) 2019 with MoHUA. CSCAF is one of its kind assessments which assess the 100 smart cities of the GoI on 28 indicators under 5 sectors. The CSCAF is now in its second phase and GIZ is the strategical partner.

Success stories

Cities while being the engines of growth are also the biggest consumers of energy, and at risk due to the density of human population and the impacts of climate change. ClimateSmart Cities Assessment Framework (CSCAF) is a first-of-its-kind public assessment framework on climate relevant parameters launched by Ministry of Housing and Urban Affairs, Government of India under its Smart Cities Mission which assess the 100 Smart cities on various climate relevant parameters. The assessment framework has 28 indicators spread across 5 sectors including green building, Green spaces, Solidwaste management and stormwater management. GIZ Climate Smart cities programmes was strategic partner to MOHUA for development of the framework and has been instrumental in development of the Indicators within the framework. The project supported the ministry in development of Climate Alliance which includes agencies working in the Climate change domain. CSC project also undertook trainings for ULBs and then supported MOHUA in finally rolling out of the framework. The framework in now in its second phase and will be an annual assessment of cities

Training and capacity building is the key to make sure that the activites that we do on round is then further take forwards and is sustained. GIZ Climate Smart citie programme organized 4 trainings on the topics of C&D waste management, Urban Green cover , Green Building and Urban Green spaces. The first training on C&D waste management was a physical training and then it was a challenge in front of the project to plan for a vritual training due to the pandemic as all the contents were planned for a physical training. The project successfully conducted 3 virtual trainings aon Urban Green cover, Green Building and Stormwater management. The project also conducted an upscaling training on C&D waste management which was conducted by one of the instates identified under the project

Advice on and support of bilateral energy partnerships with developping and emerging countries – Indo-German Energy Forum Support Office (IGEF-SO) PHASE III

Objectives

India

  • The Indo-German Energy Forum was established in 2006 by the Indian Prime Minister and the German Chancellor in order to enhance and deepen the strategic dialogue about the ongoing energy transition. Since then IGEF is intensifying and deepening Indo-German cooperation between government, research institutions and the private sector.

China

  • Support the sustainable transition of China’s energy systems cantered around enhancing renewable energies and energy efficiency by sharing knowledge and experience of the German energy transition.

Description

India

  • The high-level steering committee of the IGEF, also called “Forum”, is the highest embodiment of the Indo-German Energy Partnership. It takes place annually and provides a platform for high-level policy makers and representatives from industry, associations, financial institutions and research organisations from both India and Germany.

China

  • Objective
    • The Sino-German Energy Partnership aims to foster and advance the far-reaching and profound energy transitions ongoing in both countries by exchanging views, best practices and knowledge on the development of a sustainable energy system, primarily centered on improving energy efficiency and expanding the use of renewable energy.
  • Approach
    • Regular working group meetings and high-level bilateral meetings facilitate in-depth political and technical dialogue between German and Chinese decision-makers on the energy transition.For China, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) oversee the partnership, while the Federal Ministry for Economic Affairs and Energy (BMWi) takes the lead on behalf of Germany.Two thematic working groups have been established under bilateral agreements to facilitate cooperation as well as intensify the exchange of information, experiences, and best practices.

  • Furthermore, the energy partnership aims to encourage think tanks and private sector cooperation and showcase successful technologies, innovative services, and business models to drive the energy transition forward. Both sides have agreed to jointly implement demonstration projects promoting energy conservation to demonstrate exemplary solutions for energy efficiency in industry, as well as integrated district energy planning to serve as reference for China.

We support the implementation of agreed activities. We organize the exchange between relevant institutions in Germany and China.

    • With our unique energy expertise we provide political consultancy services on strategically relevant topics, including continuous counselling as well as preparing studies, analyses, workshops, and trainings.
  • Connect Business and Politics
    • We build bridges between politics and business, facilitate access to decision-makers and help businesses make their position being heard in the partnership countries and involve them by providing the opportunity to contribute their expertise, e.g. in new projects.
  • Enhance Energy Transition Communication
    • Clear communication translates undertakings into understanding. We communicate about energy policy through various channels – in China and Germany. We facilitate know-how and information exchange in order to support the energy transition in both countries and the realization of opportunities by stakeholders in both countries.

Highlight activities /Achievements

India

  • The IGEF invites stakeholders to participate in high-level policy and expert dialogue. Strategic demonstration projects, collaborative studies and reports as well as information services are major outcomes. Business roundtables, high-level delegations visits to India and Germany and participation at international trade fairs and conferences serve as input activities to the high-level dialogue.

Success stories

Indo-German Energy Forum in New Delhi

The 8th Indo-German Energy Forum was co-chaired by Secretary Sanjiv Nandan Sahai (Ministry of Power) and Parliamentary State Secretary Christian Hirte (BMWi) in New Delhi on 1st November 2019. More than 300 high-level delegates from administration, government and commerce adopted the roadmap for the future energy cooperation between the two countries. Eight implementing agreements and declarations of intent worth more than 200 million euros were signed.

In meetings on the margins of the Forum, Germany’s Agriculture Minister Julia Klöckner and Research Minister Anja Karliczek were joined by experts from commerce, government and science to discuss the importance of flexibility in the energy system, the positive role of women for the global energy transition, and the potential of offshore wind and vertical photovoltaic systems in India. In a joint final declaration, Heads of Government Narendra Modi and Angela Merkel voiced their appreciation of the “important” and “successful” work of the Indo-German Energy Forum.

Energy Ministers present awards for excellence

The Indo-German Energy Forum was presented with the 2019 CBIP Award for Excellence in Capacity Building and Training. The prize was accepted by Co-Director Anil Kumar Bellary from Energy Minister R.K. Singh at an awards ceremony. Recognition went to the successes of the IGEF in implementing state-of-the-art training and establishing a pool of committed experts who will be able to deploy technical capabilities to shape the Indian electricity sector in a sustainable and innovative manner.

NDC Transport Initiative for Asia

Objectives

Description

The NDC – Transport Initiative for Asia aims to facilitate a paradigm shift to zero-emission transport across China, India, Viet Nam and further Asian countries. The programme’s mission is to provide policy and technical support for our partner countries and around the Asian region to shift the transportation paradigm and decarbonize mobility for every person, in every sector.

The China component supports in the development of a transport GHG and air pollutants double peaking strategy, providing a technical support platform and improving modelling capacity.

The India component supports the development of a stakeholder platform with the capacity to formulate pathways on decarbonising transport in India and technical assistance to improve policy and procurement frameworks for EVs and charging infrastructure.

The Vietnam component is supporting the Ministry of Transport in developing and implementing their Monitoring Reporting Verification system related to climate change activities in the transport sector.

As a regional initiative the NDC-TIA shares knowledge at a regional and global level through events, media and publications related to designing and implementing long-term, multi-stakeholder strategies for decarbonizing transport.

The NDC Transport Initiative for Asia is a joint programme of seven organisations and is is funded by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). Implementing organisations are GIZ, World Resources Institute (WRI), International Council on Clean Transportation (ICCT), International Transport Forum (ITF), Agora Verkehrswende (AGORA), Partnership on Sustainable, Low Carbon Transport (SLoCaT) Foundation and Renewable Energy Policy Network for the 21st Century e.V. (REN21).

Highlight activities /Achievements

China:

  • The time window for the development and the implementation of the “1+N” (transport-specific) plans and measures sets the new stage for the NDC TIA to influence China’s transport climate roadmap through technical and policy consultancy. The project is therefore providing targeted support to MEE and in collaboration with the Sino-German Cooperation on Low Carbon Transport (bilateral GIZ IKI project) also tapping synergies of inter-ministerial collaboration with China’s MoT. First policy briefings have already been provided to MEE ministers (on opportunities of vehicle regulations and pathway to decarbonise China’s transport sector) and MoT (on electric urban delivery vehicles).
  • Guangdong province had already been selected in 2020 as pilot province for the development of a provincial-level double-peaking and long-term decarbonisation strategy for the road transport sector.
  • Several more research papers and policy documents on scenario development, vehicle regulations and data collection, as well as a communication strategy to highlight lessons learned from partner countries in Germany (especially China and India) are published.

India:

  • An array of technical research has been conducted and is ongoing regarding EV technology (smart charging, V2X, renewables-based EV charging, battery swapping, ), market assessments (such as EVs, charging infrastructure, business models, vehicle sales data, etc.) and data collection and modelling, informing policy advocacy, development of technical standards and capacity development.
  • In November 2020, a Digital Library on Green Mobility was launched together with TERI, as a one-stop shop for e-mobility and sustainable transport research.
  • In collaboration with ITF’s Decarbonising Transport in Emerging Economies project, a strategy for modelling enhancement has been defined with a focus on life-cycle analysis, now targeting several universities for capacity and curriculum development.
  • In collaboration with NITI Aayog the ‘Forum for Decarbonising Transport’ was launched. The forum provides a dedicated platform for public and private stakeholders to work towards reducing emissions from India’s transport sector.
  • The India component is supporting Delhi government in its EV Policy 2020 and recommendations for operational guidelines for recycling of traction batteries are under development.

Viet Nam:

  • A very close working relationship has been established with the Department of Environment of the Ministry of Transport, building on previous collaboration in bilateral projects.
  • The development of economic-technical norms for e-bus operations in Hanoi has started. This will serve as a basis for consideration of a subsidy for e-busses.
  • On fuel efficiency regulations, a review of international experiences on fuel-economy standards and a review of existing policies on fuel economy and vehicle labeling in Vietnam have been conducted
  • Ho Chi Minh City has been selected and officially approved for scaling up action at city level, several studies have already been conducted and are ongoing to develop the city’s e-mobility roadmap.

Regional/Global:

  • A milestone was achieved with the establishment of a Council for Decarbonising Transport in Asia in March 2021. The 14 members of the Council are currently developing their flagship report with with a special focus on the blind spots in the discussion on decarbonising transport.
  • One of the most important ongoing political processes at regional level in Asia is the upcoming 2030 Aichi Declaration of the Environmentally Sustainable Transport (EST) Forum, to be adopted in October. The project has engaged in the consultation process on the declaration to ensure that wording on the need of 2030 targets being in line with full decarbonisation by 2050 was included in the climate goal.
  • In addition to the Council, a Peer Network Transport & Climate in Asia was established with representatives of ministries of transport and environment from 10 Asian countries.
  • The women’s business network “Women on the move – Transforming Transport in Asia” was launched with the goal to enhance the exchange between female experts in the transport sector in Asia and increase the visibility of the daily issues that women face in transport.
