The purpose of these Wind Power Investment Guidelines is to provide more clarity on the different development phases of a wind project in Vietnam from the administrative perspective, and to bring clarity to the different financing possibilities and schemes for wind power as well as the current financial regulatory framework for wind power developers.
Different types of financing are likely to be required at different stages of project development i.e. from Phase A (Preliminary development) to Phase E (Decommission). It is important to note that in order to fund the next stage of the project, the financing arrangements must be made well in advance, prior to the commencement of each stage.
The guidelines are directed to industrial park operators, planners of industrial areas, public administrators in charge of regulating industrial areas and experts advising on industrial development. The guidelines can only provide a first overview of what sustainability in an industrial area is all about. They want to highlight the most important sustainability aspects for planning and operating an industrial area or for elaborating a legal framework for sustainable industrial area development.
This needs of course further specification and precise definitions in particular if developing
-a legal framework for sustainable industrial areas,
-a national standard for sustainable industrial areas,
-indicators to monitor the fulfilment of the standard and
-rules for designing and operating sustainable industrial areas.
One of the main activities of the Working Group Cities and Climate Change has been the development of a Capacity Building Tool for Local Partners, the Training Series on Cities and Climate Change.
The objective of this discussion paper is to look at the debate on INDCs from a mitigation-perspective5. It aims to discuss the framework set out above in a pre- and post-2020 context, highlighting the political, technical and institutional facts on NAMAs, INDCs and LEDS, analyse their linkages and finally conclude with a set of key messages.
This study provides a timely opportunity to forward understanding on issues regarding integrating mitigation efforts under NAMAs and REDD+ in the actual circumstances of Asian countries. In conjunction with work under its Asia program climate mitigation capacity-building initiatives, GIZ is working to carry out a suite of background studies and advisory services to support policy advisers in assisting national governments with design and implementation of integrated REDD+ and NAMA programs. This paper aims to improve the understanding of the relations between REDD+ and NAMAs, how they might be combined and any implications of their merging, and recommend advice for Asia region GIZ Programs and experts.
This input culminated in a holistic source book that offers guidance to GIZ employees and non-Annext I countries responsible for implementing NAMAs.
