‘Project Rakshak’: 12,000 First Responders Trained to Save Lives of Road Crash Victims

Every year, close to 6,000 lives are lost in road crashes across the state of Odisha in India. Many of these lives could be saved, provided the victims get proper emergency care in “golden hour”, which is defined as the immediate one-hour period following a traumatic road crash injury, during which, chances of preventing death through prompt medical treatment are the highest.

Project Rakshak is a joint initiative by the State Transport Authority (STA) Government of Odisha, GIZ India, Indian Red Cross and Automotive Skills and Development Council (ASDC) to save the lives of road crash victims by creating a force of 30,000 first responders or “Rakshaks (translated as “protectors” in English)” across Odisha. This group of Rakshaks will act as well-trained first responders to ensure timely and meaningful help to road crash victims.

This first of its kind state-wide programme in the country is designed to be executed over twelve months as a two-phase program to maximise outreach and impact. The state-wide project aims to train first responders near accident-prone sites to administer pre-hospital trauma care within the first hour of the road crash.

In the first phase, 300 “Master Trainers” were identified and trained from across all 30 districts of Odisha. The Master Trainers were sensitised on not just the various aspects of being an effective first responder and first-aider, but also on teaching, documentation, and communication skills, enabling them to propagate the knowledge further to other trainees. These 300 trainers in turn will train 30,000 civilians across the State, especially those living or working close to accident hotspots.

The project was inaugurated by hon’ble Chief Minister of Odisha, Shri Naveen Patnaik on 10th of November 2021. Emphasising the importance of being a good Samaritan and urging civilians to come forward to save lives, the CM announced a reward for all such Samaritans.

The ‘Rakshaks’ have been provided handholding support by the Master Trainers on different aspects of road safety, including CPR training, the importance of the golden hour in saving victims and the good samaritan guidelines for citizens. The first phase of the program got huge response and 12,000 people have been trained as ‘Rakshaks’ till now.

Launch of the Green Urban Mobility Innovation Living Lab in Bangalore

We celebrate the launch of the Green Urban Mobility Innovation Living Lab in Bangalore!

In partnership with Bosch Limited, GIZ India has set up the Green Urban Mobility Innovation Living Lab in Bangalore, the first initiative of its kind in India. The Living Lab aims to develop sustainable, inclusive and smart mobility solutions through an industry-led multi-stakeholder platform for innovation, collaboration and prototyping.

During the event a Memorandum of Understanding was signed between Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Directorate of Urban Land Transport (DULT), Govt of Karnataka and Bosch Limited.

The initiative is carried out under the aegis of the Green Urban Mobility Partnership (GUMP) between the Ministry of Housing and Urban Affairs (MoHUA), Government of India, and the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).

The importance of the initiative was underscored by the participation of key public and private sector stakeholders, enablers, start-ups and academia in the field of sustainable urban transportation.

The Green Urban Mobility Innovation Initiative is funded through the develoPPP programme that GIZ implements on behalf of BMZ. It is aimed at encouraging sustainability initiatives by the private sector in developing countries. This Indo-German development cooperation flagship initiative will combine Bosch’s technical know-how of mobility innovation and GIZ’s public and private sector network to operate the Living Lab in Bengaluru.

Highlighting the Green Urban Mobility Partnership at TUMI Conference 2022

At the TUMI Conference 2022 the Secretary of the Ministry of Housing and Urban Affairs, Government of India, Mr Manoj Joshi, addressed the audience with a message highlighting the importance of the Green Urban Mobility Partnership (GUMP) between India and Germany: “The focus of the GUMP is on improving the access to public transport and integrated urban mobility services by providing state-of-the-art green infrastructure and build capacity of organisations and individuals to implement such projects”.

He also highlighted the ASI Approach in green infrastructure projects of the Green Urban Mobility Partnership: “AVOID travel demand, SHIFT travel from individual motorized transport to public transport and active mobility and IMPROVE existing infrastructure”.

Mr Manoj Joshi emphasized synergies of green mobility, energy transition and climate change: “Only through coupling of energy and transport sectors we can guarantee that electrification of transport infrastructure will lead to a reduction of CO2 emissions”.

He expressed his gratitude to the German Government’s Federal Ministry for Economic Cooperation and Development (BMZ) for supporting the partnership through KfW with concessional loans up to 1 billion EUR, through which for example a Water Metro in Kochi has been financed catering for 80,000 trips daily and more than 2500 new buses will be bought in Tamil Nadu.

Finally, the GUMP is contributing to the Government of India’s climate goals: “I am convinced that this bilateral partnership will continue to have a large impact on India’s transition toward green urban mobility and help achieve Prime Minister Mr. Narendra Modi’s ‘Panchamrit’ targets for climate action.”

German Ambassador Commends GIZ-Supported Initiatives Transforming the Mobility Landscape in Kochi and Coimbatore

During his recent visit to South India, Mr Walter J. Lindner, Hon’ble German Ambassador to India, commended the efforts made by the SMART-SUT project with its partners to transform the mobility sector in the cities of Kochi and Coimbatore.

The coastal city of Kochi has taken several strides towards sustainable mobility, with the Mayor declaring 2021 as the ‘Year of Active Mobility’ for the city. GIZ’s SMART-SUT project has been supporting the Kochi Municipal Corporation in preparing a Transport Strategy Document (TSD) for the West Kochi Island and participating in various mobility challenges initiated by the Ministry of Housing and Urban Affairs (MoHUA), Government of India. The city was chosen as one of the winners of the Streets4People challenge and launched a campaign to become the Active Streets and Cycling Capital of India under the banner ‘Cycle With Kochi’.

Visiting the ‘Kochi Ithile’ wayfinding signage project, the ambassador appreciated its potential to benefit the tourists and locals visiting the West Kochi area and hoped for its replication across other cities in India. The project consists of 21 physical and 3 digital wayfinding signages along with a web application that provide localised information for tourists as well as citizens through legible text and graphics. This handy way-finding app is part of a larger project initiated by World Resource Institute India (WRI-India) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) called the ‘Way Finding’ project, that is being rolled out in collaboration with Kochi Municipal Corporation (KMC) and Center for heritage, Environment and Development (CHED).

Followed by a bicycle ride, the Ambassador met the participants of the ‘Cycle with Kochi’ training programme for women, which aims to empower high school girls and women from low-income families by giving them a cost-effective and green mobility option. Supported by SMART-SUT, the programme has already benefitted more than 160 women and the training continues.

In Coimbatore, the ambassador visited an elementary school and interacted with the students on the importance of road safety around school precincts. He also lauded the efforts taken by the SMART-SUT project to support the municipal corporation in implementing an eco-mobility corridor with the redesign of 26 pedestrian hotspots, tactical urbanism guidebook and creation of safe school precincts.

‘Mind the Gap!’: Inspiring Women in Transport to Close the Gender Gap

Laghu Parashar, Deputy Project Head, SMART-SUT project was invited to speak at a dialogue hosted by the Norwegian Embassy in India on the topic, ‘Women in the Workforce’. He highlighted the efforts being taken up by GIZ to promote equality at every level and support female leadership in the transport sector, which has traditionally been dominated by men.

Speaking about the current scenario, he mentioned how an increase in the share of women leaders in transport will make public transportation systems safer and inclusive.

This came in continuation to SMART-SUT’s sustained efforts in promoting female participation in the transport sector through its campaign ‘Mind the Gap’, which highlighted the gender gap in transport. The percentage of women in transport remains low from both the user and administration perspective. Mind the Gap was consequently launched as an online advocacy campaign to underline these issues and encourage more women to join the sector.

The campaign featured real-life stories of women leaders from the Indian transport sector who broke gender stereotypes and overcame barriers to lead the force of change.

Zero Hunger by 2030, is the first sustainable development goal set by the United Nations, which India is committed to. Further, with the country’s population set to cross 1.5 billion by 2030, it is crucial to ensure that food security is maintained through sustainable production and distribution systems. In terms of production, India is a food surplus nation. However, in terms of potential, India still has a lot more opportunities to offer, which can be enabled through an effective and economically viable cold chain which will integrate the supply chains of perishables, thereby reducing physical waste and loss of value of perishable commodities.

Towards ensuring an effective and viable cold chain, it is imperative to keep pace with the necessary infrastructure development, commodity specific protocols development, promoting technological innovations, dovetailing of various schemes and alignment between the various ministries for financial outlay and business model restructuring.

To address the above and to create a seamless cold chain logistics, an industry led Cold Chain Logistics Resource Center (CCLRC) is set up under Confederation of Indian Industry – CII’s food and agriculture Center of Excellence. The Climate Friendly Freight Transport in India (Green Freight) Project is supporting CCLRC in partnership with United Nations Environment Programme (UNEP).

With this background CII’s Food and Agriculture Centre of Excellence (FACE) organised a Special Plenary Session focusing on System interventions and adoption of post-harvest management for a robust agri supply chain on December 16, 2021 and launched technical specification documents for Cold Chain Infrastructure and Commodity Specific Post-Harvest Protocols, developed under the aegis of the CCLRC. All documents are available as open access on the CCLRC website and can be leveraged by new entrants and current operators. Going forward, the CCLRC will continue working towards promoting green technologies, piloting community cooling solutions and build the capacity of the sector in India.

Capacity development plays a key role in enabling Indonesian cities to contribute to climate change mitigation through sustainable transport policies and infrastructure projects, including the development of Bus Rapid Transit (BRT) Systems. This speaks true for the Project Management Unit (PMU) that has been appointed by the Ministry of Transportation (MoT) to implement the BRT infrastructure projects within Indonesian cities.

With that, SUTRI NAMA & INDOBUS conducted training on 22 November 2021 for these units to prepare them for the implementation of BRT infrastructure projects that are particularly funded by Foreign Loans and/or Grants (PHLN). The training was attended by the relevant unit in MoT, BAPPENAS, the Ministry of Public Works and Housing (MoPWH), GIZ, and EGIS International Indonesia. Topics of discussions included sharing experience from MoPWH on managing the PHLN project, the clarification of main tasks and institutional arrangements of the PMU within MoT, the foreign loan management and reporting standard program, and the action plan and implementation of PHLN.

In continuation, SUTRI NAMA & INDOBUS conducted a technical workshop on 26 November 2021 to prepare the implementation of BRT infrastructure as the follow-up of the action plan of the BRT development in Bandung Basin Metropolitan Area (BBMA) and Metropolitan Medan that are funded by PHLN. It aimed to provide a better understanding of sharing the responsibilities of the road asset between national and subnational governments which will be used for BRT infrastructure, especially in the national road to both local and national stakeholders. The workshop concluded the initial draft of the role and responsibilities for local and national stakeholders in the implementation of BRT infrastructure development in Metropolitan Medan and BBMA.

Aside from the training regarding PHLN, implementing Sustainable Urban Transport (SUT) including a BRT system will require technical knowledge and skills on many topics, including investment and financing, transport simulation, planning, operation, and MRV of GHGs emission reduction. In 2021, SUTRI NAMA and INDOBUS has developed Capacity Need Assessment (CNA) and in turn, a Capacity Development Programme (CDP) to ensure that stakeholders have a guideline on the required capacity to support the implementation of BRT and supporting SUT projects in Indonesian cities and to ensure the sustainability of the knowledge developed during the project duration. The programme has identified the curriculum, timeline, and training operation that are required. The human Resource Development Centre for Transportation Apparatuses (PPSDM) of the MoT will be the core partner in transferring and embedding the knowledge and implementing the follow-up activities.

With that, a handover ceremony of the CNA and CDP was held on 15 December 2021 between SUTRI NAMA & INDOBUS and PPSDM of the MoT. SUTRI NAMA & INDOBUS provided the findings and results of the CNA and CDP as well as the work plan for the Training-of-Trainer, who will conduct these capacity development programmes within MoT. The session was full of discussion as many of the MoT officials present provided additional input to ensure the success of the programme, which will, in turn, provide officials of the MoT the required capacity to support the implementation of BRT and SUT projects in Indonesia.

Like that of the central government, the City Government of Makassar is also committed to the implementation of BRT and SUT in their city. This commitment was conveyed in the Smart Transportation Forum 2021 “Better Cities, Better Transportation” that was held on 1 December 2021 in Gammara Hotel, Makassar. Supported by SUTRI NAMA & INDOBUS, the Forum brought together government and non-government organisations including international donors and financiers to exchange ideas and best practices, and to explore potential collaboration and partnership for developing transportation in Makassar Metropolitan Area (Mamminasata).

The event concluded with an intimate meeting amongst the High-level Government Officials from Mamminasata, South Sulawesi, MoT and Bappenas, as well as potential donors, including SECO and EIB, for the upcoming BRT development with segregated lanes. The discussion was a continuation from an FGD that was held a day before on the result of the Feasibility Study conducted by SUTRI NAMA & INDOBUS jointly with FELICITY. The representatives of the city, provincial and national governments expressed their support and commitment to the actualisation of the BRT development in Makassar Metropolitan.

Financing the Intermodal Freight Transport in Java, Indonesia

A multi-stakeholder discussion on the financial design of intermodal freight transport in Java action plan was held at the end of September 2021. It was led by the Director of Railways Traffic and Transport, and jointly organize with GIZ. The financial design result was presented by PricewaterhouseCoopers (PwC) on behalf of Ministry of Transportation and GIZ. The event has attracted more than 90 high-level participants from various stakeholders, including from government, state-owned enterprise, business, associations, development banks, think tank and academicians.

The Ministry of Transportation of the Republic of Indonesia and GIZ through TRANSfer III Project are jointly developing the financial design for the implementation of the intermodal freight transport action plans in order to increase the market share of rail freight transport in Java. This financial design aims to set a high-level financing concept that estimates the costs and revenues of various measures or interventions that had been identified under the previous Technical Design and Impact Assessment study conducted in 2020.

The financing concept includes a context analysis, an identification of the costs and revenues of programme implementation, a financial and economic viability analysis, and the design of possible financing mechanisms. The following are collection of intervention that could help to increase the market share of rail freight transport identified under the financial design:

  1. Extension of the rail line from JICT station to the dockyard/seaway – DKI Jakarta
  2. Reactivation and construction of the rail line from Ronggowarsito Station to the Port of Tanjung Emas (dockyard or seaway area) – Central Java
  3. New rail connection to the Port of Teluk Lamong – East Java
  4. New rail connection to Patimban Port – Wet Java
  5. Rail connection to industrial areas in Gresik – East Java
  6. Reduction of Track Access Charge (TAC)

The selected interventions are in accordance with the Ministry of Transportation’s policy on developing new railway networks and services as stated in planning documents such as Strategic Plan (RENSTRA) of Directorate General of Railways 2020-2024 and National Railways Masterplan (RIPNAS) 2018.

On 24 September 2021, a multi-stakeholder discussion on the financial design of intermodal freight transport action plan was held. It was led by the Director of Railways Traffic and Transport, Mr. Danto Restyawan, and jointly organize with GIZ. The financial design result was presented by PricewaterhouseCoopers (PwC) on behalf of Ministry of Transportation and GIZ. The event has attracted more than 90 high-level participants from various stakeholders, including from government, state-owned enterprise, business, associations, development banks, think tank and academicians.

For the next step, this financial design study needs to be developed in more detail with feasibility study that includes technical, commercial, economic, etc. in order to determine the bankability of the project and to identify how to make the project feasible. The Ministry of Transportation need to lead and coordinate funding mobilization, together with BAPPENAS and Ministry of Finance, to include programme under the Bluebook of medium-term planned external loans.

Urban Transport Transformation through the Implementation of Bus Rapid Transit

With the Government of Indonesia’s (GoI) commitment to developing urban mass public transport, which includes BRT infrastructure development and providing government subsidies for its operation, major Indonesian cities are currently undergoing urban transformation and are in the process of developing their BRT system with dedicated lanes. This also includes SUTRI NAMA & INDOBUS’s pilot cities Bandung, Semarang, Makassar, Pekanbaru, and Batam, who have undergone a study to develop a BRT system that is tailored to their city’s characteristics.

In early 2021, SUTRI NAMA & INDOBUS has moved forward to develop a Feasibility Study (FS) of BRT development in Batam and Makassar Metropolitan Area, also known as the Mamminasata Area that consist of Makassar, Maros, Sungguminasa, dan Takalar. Following the local election in Makassar on December 2020, SUTRI NAMA & INDOBUS conducted a courtesy meeting with the newly elected Mayor of Makassar, Mr. Mohammad Ramdhan ‘Danny’ Pomanto on 20 May 2021, to discuss SUTRI NAMA & INDOBUS activities and Makassar city’s transport plans under his administration.

The mayor welcomed the representatives of SUTRI NAMA & INDOBUS, which includes the representatives from SECO as one of the donors of the programme and representatives from GIZ as the implementing agency to the programme. The mayor mentioned the extraordinary opportunity that will be available with the implementation of the programme. In addition, the SUTRI NAMA & INDOBUS visited the Acting Governor of South Sulawesi, Andi Sudirman Sulaiman. He believes that the programme could support the ease of community accessibility in Mamminasata.

Aside from the support given by government officials of SUTRI NAMA & INDOBUS’s pilot cities, such that in Makassar, readiness of relevant stakeholders become a key focus in preparing and implementing the BRT. In order to support these cities, the Ministry of Transportation of Indonesia and SUTRI NAMA & INDOBUS conducted a Webinar on Lesson Learned of Implementation on Bus Rapid Transit Project and Institutional Transformation for Urban Transport on Friday, 17 June 2021. The webinar provided participants from local governments who are currently or are in preparation for BRT projects in their regions with lessons learned and experiences from cities that have successfully implemented a BRT system, including problems, challenges, and opportunities that may arise in the process of institutional transformation in preparation and implementation of BRT projects.

Moderated by the Secretary-General of Indonesia Transportation Society (MTI), Harya S. Dillon, the webinar featured international speakers from China and Malaysia as well as Indonesia’s practitioners.

Starting from China, Ms. Xiao Mei Duan, Technical Director Far East BRT shared the best practices and case studies of Chinese BRT Projects, including that of her valuable first-hand experience in the Guangzhou BRT, which has the 2nd highest capacity BRT in the world. The second presenter is Mr. Rudyanto Azhar Director of Iskandar Malaysia BRT who presented lessons learned on Iskandar Malaysia BRT (IMBRT) project implementation, a federally managed economic region in the Malaysian-Singaporean border. Lastly, Mr. Tory Damantoro, TransJakarta’s Risk Committee & Head of Indonesia Transport Society Jakarta region, presented on the institutional aspect of BRT, lessons learned from TransJakarta, which has evolved to the current municipal corporation form since 2014, to accommodate evolving needs and expectations of the BRT system and also to remain in compliance with prevailing laws and regulations.

During the discussion session, 96 participants from sub-national government stakeholders, were interested in discussing various issues, particularly regarding inadequate road space for dedicated bus lanes and supporting facilities, public transport reform, and electric busses. In the end, not only did the participants gain knowledge regarding the process of developing a BRT system, but speakers also benefited from the insights that they gained from their discussions, including that of their experience in dealing with the regulatory framework in their respective countries, financial sustainability of each system, engineering design and system features.
